Dependingontanktypeand/orhistoryacompleteout-of-serviceAPI653inspection,anin-service API653inspection,amodifiedAPI653,orSteelTankInstitute(STI)inspectionwillbeperformed. Tank repairsunderthisscopeshallincludeinstallationoftankgaugingtubes(stillingwells)foralltanksover30,000 gal. Therepairsofdeficienciesfoundduringtheinspectionshallbeanoptiontothecontract. Sitespecific informationincludingthetypeofinspection,theneedforstillingwellsandotherapplicableinformationis locatedinSection2.0. 1.2 Requirements ThefollowingarerequirementsthatshallbefollowedunlessstatedotherwiseinSection2.0. Latesteditionsof allcodesshallbeused. 1.2.1 Allworkshallbeperformedinasafeandprofessionalmannerinaccordancetoapplicablefederal, stateandlocalregulations. 1.2.2 InspectionsandrepairsshallbecarriedoutinaccordancetoAmericanPetroleumInstitute(API) Standard653,TankInspection,Repair,AlterationAndReconstruction,SteelTankInstitute(STI)SP001-00 StandardfortheInspectionofAbovegroundStorageTanksSP001,andallamendmentsassupplementedby thisstatementofwork. TypesofinspectionstobeperformedarespecifiedinSection2.0. 1.2.3 AllcoatingworkshallbeperformedbySPCCQP-1certifiedcontractorsinaccordancetoUFGS 09970,09971,and09973. 1.2.4 Thetankevaluationshallbeperformedbyaqualifiedinspectororengineer,experiencedintank design,fabrication,repair,construction,inspection,operationandbehavior. Theinspectionreport shallbesignedbytheAPI653inspectorandstampedandsignedbyaregisteredprofessional engineerfamiliarwiththeprovisionsoftheAPIStandard653. 2.0 SITESPECIFICINFORMATION Thefollowingsectioniscreatedforthisspecificlocation(s)forthisproposalrequest. Therestofthescopeofwork shallbefollowedunlessSection2.0statesotherwise. 2.1 TankInformation Thefacilityidentifiedaboverequiresservicesfortanks2and20. Relevantinformationforeachtankcanbe foundinTable2.1inAppendixA. TheRedHillfuelstoragetankcomplexislocatedontheIslandofOahu,Hawaii. TheRedHillfuelstoragetank complexconsistsofmultipleundergroundstoragetanksconstructedin1942-1943. TheRedHillTankshavea coatedweldedsteellinerbackedupbyconcretewhichbearsagainstthesolidrockfromwhichthetankswere carved. Eachtank’snominalcapacityis302,000barrelsofJP-5. Theconfigurationoftheseverticalcylindrical tanksis100feetindiameterand250feetinheight. Thetankisdomedonthelowerandupperends. InitiallytheContractorwillbegivenonetank. Afterthecleaning,inspection,and recommendationshavebeenmade,theContractorwillbegiventhesecondtank. Contract modificationnegotiationsandothercontractadministrationwillbedonewhiletheContractoris workingonthesecondtank. 2.10 Other ThissectionincludesotheritemsnotaddressintheSiteSpecificSectionortheremainingoftheSOW. 2.10.1 Hydrostaticpressuretestthepipingbetweenthetanks’skinvalvesandthetank. These linesshallbetestedto1.5MAWPforaminimumoftwohours. Thereisapproximately20ftofpipe pertanktotest. 2.10.2 Oncethedegassingoftankiscompleted,theContractorshallnotifytheNTRtomake arrangementwithFISCtoremovetankgaugingandtemperaturesensingequipmentfromthetank. TheContractorshallmaintainavapor-freeconditioninsideofthetank. Theventilationequipment shallbeexplosionproofandhaveanairrateofonechangeperhour. 2.10.3 Priortoanyworkinsideoftank,replaceanymissingstructuralmemberstorepairthe towerandtheaccesscatwalk. TheContractorshallprovideaseparatecostestimateforanyrepairof thetowerandtheaccesscatwalk. ThisshallbeanoptionforDeliveryOrdermodification. The Contractorshallprovidestructuralintegritycertificationofthetowerandtheaccesswalkwaybya registeredprofessionalstructuralengineer. 2.10.4 TheinformationofexistingGovernmentboomsandbasketswillbeprovidedtothe Contractorfortheirinformationonly. TheGovernmentprovidedboomsandbasketscannotbe utilizedforexecutionoftheproject. N47408-04-D-8503 0031 Page7of29 2.10.5 DuetotheunusualdimensionsandconfigurationsoftheRedHillTanksandthe requirementofcleaningandinspectionofentiretankinterior,theContractorshallprovideadetailed planofengineeringapproachhowtoaccessallthesteelplatesofTank2&20. Theplanshallbe reviewedandapprovedbytheGovernmentasapartoftheWorkPlan. Abriefdiscussionofthis shallalsobeincludedinthebidproposals. 2.10.6 TheContractorshallthoroughlycleanthetankincludingthecentertower,catwalk structure,top&bottomdomes,andtheshell. Allsludge,sediment,washwaterandotherdeleterious materialfromthetankshallberemovedanddisposedofbytheContractor. Forthebidding purposes,theContractorshallestimate20barrelsofsludgetobepresentineachtank. Assume minimalresidualfuelispresent. 2.10.7 TheGovernmentwillprovidetrainassistancetoamaximumoffourhoursonanywork dayintheLowerAccessTunnelonly. Trainsupportshallonlybeprovidedduringstandard Governmentworkhoursof8amto4pm,MondaythruFriday. TheContractorshallnotifythe Governmentnolessthanone(1)dayinadvanceofthetimeandlocationthatthecontractorrequires thetrainsupport. Allloading,unloadingandsecuringofmaterialontoflatbedsshallbethe Contractor’sresponsibility. ContractorretainsresponsibilityforallitemsduringGovernment transport. 2.10.8 TheContractorshalldisconnectpipelines(twofuellinesandoneslopline)connectedto thetankbottombyremovingdouble-block-and-bleedplugvalvesand/orballvalvesandinstalling solid-plateblindflangestopreventanyflammablematerialenteringfromthetankstotheactive pipelines. Theskinvalvestoberemovedaremotoroperatedvalves,andallelectricalcomponents shallbedisengagedbyacertifiedelectricianbeforeremovingthevalvesfromthepipelines. Upon completionoftheinspection(post-repairinspection,ifthereisanyrepairdone),thevalvesshallbe installedbacktothepipelinesandtheelectricalcomponentsshallberestoredfornormaloperating conditionwithnewgasketsandbolts. TheContractorshallconfirmthesizesofvalvestoremoveat site-walk. ControlsystemtobelockedandtaggedoutbyGovernment. 2.10.9 Inspectionshallincludeassessmentsofupperdome,extension,undercatwalk,entire courseshells,lowerdome,appurtenances,accessways,vents,andcoatings. Upper&lowerdomes, shell,andallweldsshallbe100%inspected. TheContractorshallproposetypewith recommendationwhyeachinspectionmethodstobeusedintheinspectionprocess. Thisshallbe includedinthebidproposals. SomeexamplemethodsareMagneticFluxLeakage(MFL),Low FrequencyElectromagneticTechnique(LFET),UltrasonicThickness(UT)scanning,EddieCurrent, BalanceFieldElectromagneticTechnique(BFET),etc. Contractorshalltakeeveryprecautionnotto damagethetankcoating. TheContractor/inspectorshallberesponsibleforanydamagetointerior tankcoatingduringwork. 2.10.10 Priortostartingworkinsideofthetanks,theContractorshallinstallprobeportcoversof existingMassTankGauging(MTG)systemofTank2&20. Theseprobeportcoversshallbe removeduponcompletionofpost-repairinspection. 2.10.11 Inspectionreportsshallincludedetailedinformationabouttherecommendrepairsand theirlocations. Eachrecommendedrepairshallbelabeledandreferencedinsuchasmannerthatthe Governmentshallbecapableoflocatingthesedeficienciesfromthereport. Thisincludesplates,corrosion,coating,welds, appurtenances,gauging,presenceofcathodicprotection,foundation,secondarycontainment, stairways,nozzles,grounding,etc. 4.2.1.1.2 UltrasonicThickness(UT)MeasurementsandRecording PerformUTmeasurementsofthetankshell,roof,andnozzles. UTmeasurementsshallbetaken aroundthefirstcourseandontheuppercoursesaccessiblebystairways.
