This section of the sub-plan addresses issues raised during Access and connectivity the consultation process and the Revised Environmental Management Measures (REMM) raised in the Preferred For the purposes of this sub-plan, access and connectivity is Infrastructure Report (PIR) listed in the table following. limited to pedestrian and cycleway enhancements within the Table 01 Revised Environmental Management Measures Project boundary. The Project scope includes connections to the proposed M4 Widening cycleway and on-road cycleway within the Homebush A2.1 Pedestrian network Bay Drive Interchange, with a new westbound connection from The pedestrian network throughout the Project boundary is Parramatta Road. fragmented due to the lack of permeability of Parramatta Road and the M4 Motorway. Outside the Project boundary, residential areas generally provide good connections with footpaths on both sides of streets. Currently, the function of the M4 Motorway and Parramatta Road generally favours the high volume of though traffic movements, which consequently impacts the accessibility and travel time for pedestrians crossing the road corridor. A2.2 Cycleway network Within the existing Project area, cyclist opportunities are quite poor. Within the Homebush Bay Drive Interchange and Concord Road Interchange areas, cyclists currently use the outside Figure 1-1 - Existing cycling network within the project area . Source: NSW Government, bicycle shoulders of the M4 Motorway to travel both eastbound and information for NSW Cycleway Finder v3 (2016) westbound. In the eastbound direction, cyclists are required to leave the motorway at Sydney Street due to the inadequate shoulder east of Sydney Street. In the westbound direction, cyclists access the motorway from the westbound on-ramp at Concord Road, due to inadequate shoulder east of this location. Figure 12-1 shows the existing cycling network that surrounds or intersects through the study area. There is currently a lack of segregated cycling facilities along the Parramatta Road corridor. Dedicated cycleways or cycle lanes that are provided are separately geared towards leisure trips rather than commuter trips with off road cycle paths predominantly restricted to recreational foreshore or park areas. 270 • WESTCONNEX M4 EAST • Urban Design and Landscape Plan • APPENDIX A ACCESS AND CONNECTIVITY MANAGEMENT SUB-PLAN A3 Access and connectivity plans The following section of this sub-plan details the existing and proposed pedestrian and cyclist access and connections within the Project Boundary, as well as noting the existing surrounding area connections. The plans also highlight existing and relocated Bus Stops. The plans are divided with existing and proposed plans within the following areas of the Project: • Homebush Bay Drive Interchange • Concord Road Interchange • Wattle Street Interchange 02 • Parramatta Road Interchange A3.1 Homebush Bay Drive 01 Interchange Existing conditions 01 Underwood Road pedestrian path 02 Existing M4 Motorway with poor provisions for Currently, the M4 Motorway limits the permeability of pedestrian cyclists and cyclist connections across the Project area, and into 03 Existing Pomeroy Street Pedestrian Bridge to be surrounding precincts. retained Within the Homebush Bay Drive Interchange, there is no pedestrian access along the Motorway corridor, with crossing only available at Pomeroy Street Pedestrian Bridge and Underwood Road. Proposed conditions 03 The proposed works will retain all current pedestrian connections throughout the Project boundary and maintain current connections within surrounding areas. The project will improve cyclist connections, with proposed cycleway connections to the M4 Widening project, and on-road cycleway provisions in both directions of the Motorway with a proposed cycleway as part of the M4 West westbound entry ramp from Parramatta Road which will allow cyclists to connect with the M4 Motorway. Refer following Figures 12-2 to 12-5 for existing conditions, and Figures Figures 12-6 to 12-9 for proposed access and connectivity points. 271 A3 Access and connectivity plans A3.1.1 Homebush Bay Drive Interchange - Existing conditions LEGEND BOUNDARIES LEGEND CADASTRAL BOUNDARY CADASTRAL BOUNDARY BOUNDARIES PME4REM PAENREMNATN WEONRT KWSO SRITKES BSOITUEN BDOAURNYDARY CADASTRAL BOUNDARY TME4MEPC TOAERDMAAPRSOTYRR WAAORL YRB KOWSUO NSRIDTKAESR BSYOITUEN BDOAURNYDARY PME4REM PAENREMNATN WEONRT KWSO SRITKES BSOITUEN BDOAURNYDARY CCOONNNNEECCTTIOIONN R ROOUUTTEESS TME4MEP TOERMAPROYR WAORYR KWSO SRITKES BSOITUEN BDOAURNYDARY EXIESXTIISNTGIN PGE DPEESDTERSITARNI APNA TPHATH CCOONNNNEECCTTIOIONN R ROEOUXUTIPTSERETSOSINPGO CSYECDL PEEWDAEYSTRIAN PATH EXIESXTIISNTGIN PGE DPEESDTERSITARNI APNA TPHATH PROPRPOOPSOEDS EMD4 CWYICDLEENWINAGY CYCLEWAY EXIPSRTOINPGO CSYECDL PEEWDAEYSTRIAN PATH EXIPSRTOINPGO OSEPDEN S HSPAARCEED CPOATNHNECTIONS PROPRPOOPSOEDS EMD4 CWYICDLEENWINAGY CYCLEWAY B EXISTING BUS STOP EEXXISIPSTRTINOINGPGO I NOSFEPODERN SM HSAPALAR CEED CPOATNHNECTIONS OPEN SPACE CONNECTIONS BB EEXXISIESTXTINIISNGTG IB NBUGUS SI NS SFTTOOORPPMAL OPEN SPACE CONNECTIONS B PROPOSED/RELOCATED BUS STOP B EXISTING BUS STOP B PROPOSED/RELOCATED BUS STOP A D J O A IN A D S PROPOSED DJOINS PROP JOINS PROPO ADJOINS P CO OSE SED ROP NNEC D CO CON OSED TIVIT NNEC NECT CON Y PLA TIVIT IVITY NECT NS SHEET 02 Y PLANS SHEE PLANS SHEET IVITY PLANS S T 0 2 HE 2 E T 2 Figure 1-2 - Homebush Bay Drive Interchange - Existing access and connectivity - Sheet 01 of 04 - 1:2000 227722 • WESTCONNEX M4 EAST • Urban Design and Landscape Plan •
