Source: private collection 1 097 6.0 RECOMMENDATIONS 6.0 RECOMMENDATIONS This chapter summarises and draws recommendations as to appropriate heritage registrations for places/components identified and assessment in the course of this Assessment Study (2007). 1 098 6.0 RECOMMENDATIONS 6.1 NATIONAL TRUST OF SOUTH AUSTRALIA REGISTER OF SIGNIFICANT (R) -isolated remnant of native vegetation or is a species or variety that is rated Rare, Endangered TREES or Vulnerable, or is of very localised distribution (G) - horticultural or genetic value, possibly important as propagating stock, or cultivars particularly The National Trust of South Australia administers a Register of Significant Trees. Historic / cultural value (Aboriginal, colonial, post-colonial, association with person or event, ethnic, community): (H) - commemorates or has associations with an important historical event (V) - significantly associated with a VIP or well known public figure, (eg planted by Royalty or prominent person) (E) - significantly associated with an aboriginal or ethnic group (P) - part of a private or public historic garden or park or town (C) - is or has been of importance in the life of the local community (X) - other, (please describe) 3. Aesthetic value (dimensions, age, character, physical features, landmark/landscape qualities): (B) - outstanding aesthetic beauty (D) - outstanding dimensions in height, or trunk circumference, or canopy spread (O) - very old or venerable (L) - occurs in a unique location or context, and thus provides a special contribution to the landscape, or is a landmark (T) - excellent example of topiary (Q) - curious growth forms or physical features either from natural causes, or pruning (X) - other, (please describe) 4. Endangered / rare (International, national, state, local, horticultural) 10 99 6.0 RECOMMENDATIONS Source: National Trust of South Australia, www, 2007. 1 100 6.0 RECOMMENDATIONS 6.2 CITY OF ADELAIDE LOCAL HERITAGE SIGNIFICANCE Under the City of Adelaide Development Plan (2007) the Corporation may list places and trees as possessing local heritage merit. The criterion for inclusion is contained in Section 23(4) of the state Development Act 1993. The criterion is as follows: Section 23 (4): A Development Plan may designate a place of local heritage value if: (a) it displays historical, economic or social themes that are of importance to the local area; or (b) it represents customs or ways of life that are characteristic of the local area; or (c) it has played an important part in the lives of local residents; or (d) it displays aesthetic merit, design characteristics or construction techniques of significance to the local area; or (e) it is associated with a notable local personality or event; or (f) it is a notable landmark in the area; or (g) in the case of a tree, it is of special historical or social significance or importance within a local area (Development Act 1993) There are several places presently as Local Heritage Places for the Adelaide Park Lands and Squares, and these are listed in the below table. In addition, ‘Principle [296] of Development Control’ for ‘Significant Trees’, under the City of Adelaide Development Plan (2007, p. 86) implies that a tree or group of trees merits designation as a ‘Significant Tree’ under the Plan where, in addition to the criteria contained in Section 23 (4) of the Development Act 1993, as follows: 296 Where a significant tree or group of trees: a. makes an important contribution to the character or amenity of the local area; or b. is indigenous to the local area and its species is listed under the National Parks and Wildlife Act as a rare or endangered native species; or c. represents an important habitat for native fauna; or d. is part of a wildlife corridor of a remnant area of native vegetation; or e. is important to the maintenance of biodiversity in the local environment; or f. forms a notable visual element to the landscape of the local area; development should preserve these attributes. Note: Trees or groups of trees are declared as significant in the provisions for the relevant Zone or Policy Area. A tree not listed or identified in the provisions for the relevant Zone of Policy Area may also be significant if it falls within the class of trees declared to be significant by the Development Regulations, 1993 (City of Adelaide Development Plan, 2007, p. 86). Note this criterion is the same criterion for the definition, evaluation and conservation of ‘Significant Trees’ per se under the Development Act 1993. There are no trees or groups of trees presently listed under Principle 296 for the Adelaide Park Lands and Squares.
