Farrin,Jr. ChiefofPolice ChiefHenryL. Farrin,Jr.servedontheEpsomPoliceDepartmentfromJuly 1990toDecember2003. Hestartedasapart-timeofficerandculminatedhis 13years ofserviceasChiefofPolice. OfficerFarrinbeganasapart-timepoliceofficerandwasrapidlypromotedto sergeantafteramplydemonstratinghisprofessionalismandcapacityforfurther responsibility.Duringhistenure,SergeantFarrinconceivedandfieldedthe department'sfirstcanineunitandwithitafirstplacetrophyinabestoverallpolicedog competition. Headditionallyservedasthedepartment'sfieldtrainingofficerand schedulingofficerinadditiontohisroutinepatrolduties. In 1994,hewasnamedofficerincharge/actingpolicechiefaftertheincumbent wasremovedforcause.SergeantFarrinsuccessfullykeptthedepartmentoperational forayearuntilanewchiefwashired. InApril 1996hewaspromotedtolieutenantand assumedadditionalresponsibilityforallcourtprosecutions,trainingandhiring. Healso updateddepartmentalpoliciesandproceduresandwascertifiedasthedepartment's firearmsinstmctor.LieutenantFarrinreceivedameritoriouspromotiontoChiefofPolice followingyetanotherchangeintheincumbentchief. ChiefFarrinservedasChiefofPoliceforthreeyears. Heledbyexampleand successfullytransitionedasemipart-timedepartmentintoaprofessional24/7operation. ChiefFarrincontinuedhispatternofmodernizationandinnovation;making improvementstodepartmentbudgeting,operationsandtraining,equipmentand personnel. Heestablishedthefirstdutyperformancestandards. Hemodernized evidencecollection,controlandstorage,andnetworkeddepartmentautomationand communications. Heestablishedthededicatedpositionofdetectivetobetterpursue criminalinvestigationsandsolvecrimes.ChiefFarrinrequiredhisofficerstoconducta minimumofonedocumentedpublicactivityperhourduringtheirpatrolshifts;ensuring publicpresenceanddutyperformance. Heestablishedthefirstsuccessfulphysical fitnessprogramforthedepartmentandpersonallysetthestandards. Heestablished thebestpolice-communityrelationseverandinitiatedaneffectivepoliceofficerinterface withtheyoungstersoftheEpsomCentralSchool. ChiefFarrinalsodevelopedanemergencyresponseplanwiththeschooland refinedcommunicationsproceduresamongtheschool,policeandothertown departments. Heworkedwiththeselectmentodevelopthefirstmasterplanandlong- rangegoalsforthepolicedepartment. Hewassuccessfulinbringinginfederaland stategrantstoupgradedepartmentequipmentandsavethetownmoney. ChiefFarrinconstantlysoughtnewchallenges. Hevolunteeredtoupdatethe town'semployeepolicyand procedureshandbook. Hecoordinatedwiththeothertown departmentsandpresentedtheselectmenwithacomprehensivedraftpolicywhichwill serveasthebasisfortheupdatedhandbook.ChiefFarrindemonstratedhisflexibility andothertalentsbytwicevolunteeringtoassumethedutiesoftownroadagentafter incumbentroadagentsquit. Inthefirstinstance,thenLieutenantFarrinwasgranteda leaveofabsencetoperformroadagentdutiesforthreemonths.Thesecondtime,Chief Farrintookonthoseresponsibilitiesasanadditionaldutyduringthewinter. Hewasable tosuccessfullydosobecauseofthesmoothandefficientfunctioningofthepolice departmentunderhisadministration. ChiefFarrinremainedactiveincommunityaffairsoff-duty. Hedonated his personaltimetocoachingT-ball,soccer,baseballandfootballthroughtheEpsom YouthAthleticAssociationandservedasaCubScoutleaderfortheEpsomTroop. Henryhasmovedontoanewlifeandchallengesin Florida. Wethankhimfor hishardworkanddedicationtothetownandwishhimandSandyluckintheirnewlife. TheBoardofSelectman: RobertW.Berry PeterP. Dempsey EpsomCitizenoftheYear HarveywasbomOctober7, 1934andraisedinHamden/NewHaven,Connecticut.He IsagraduateofSouthernConnecticutUniversityin1956,theUniversityofVermontin 1963andcompletedpostgraduatestudyattheUniversityofConnecticutandthe UniversityofNewfHampshire.Hewasateacher,principal,assistantsuperintendentof schoolsandmemberoftheNewHampshireDepartmentofEducationuntilhisretirement in1995. HeandhiswifeBarbaraandsonsTimothyandJonathanmovedtoEpsomin 1966andhaveresidedontheLeviCassfarmintheNewRyesectionoftownsincethat time.HeistheproudgrandfathertwowonderfulgrandchildrenSarahandJackHarkness ofChichester. Harvey'scommunityinvolvementincludebeingamemberoftheschoolboard,master plancommittee,planningboard,budgetcommittee,librarytrustees,libraryprivatecapital fundcampaign,longrangecapitalimprovementcommitteeandTownHallRestoration Committee. HeisamemberoftheNewRyeCongregationalChurchandservedas deacon,treasurer,moderatorandchoirmemberformanyyears. Heisalsoamemberof theEpsomHistoricalAssociation,EpsomArtsandSciencesFoundation,NewHampshire SocietySonsoftheAmericanRevolution,Hiram#1LodgeoftheMasonicorder.State EmployeesAssociation,SaintAndrewsSocietyofNewHampshireandPost112 AmericanLegion. Harveyisknownforhiswillingnesstohelp,senseofhumorandlove oflearning.
