TOWN OF BRIDGEWATER SELECTMEN'S REPORT The year 1994 ended with a fund balance for the year of $30,058.00. In addition, the Town ranked 4th lowest tax rate of the 238 municipalities in the State. Our debt service is decreasing. This year the Town portion of the budget shows a decrease over last year. However the tax rate increases due to the school and county portion of the overall budget. Financially, the Town is in excellent shape, debt is very low and the tax rate position does reflect the Selectmen's conservative approach to fiscal matters. The Bridgewater Steam Power Co has signed an agreement with the Northeast Utilities (PSNH) for the balance of their contract, thanks to the efforts of our local Representative, Nils Larsen. This year the Town has agreed to share the cost of the Town line perambulation with the Town of Plymouth. A contract has been awarded to an engineering firm to do the perambulation of the Bridgewater-Plymouth Town line at a cost of $4500.00. Each Town will pay 50% of the cost, $2250.00. Article 4 in the Warrant asks to legalize a vote taken in the 1991 Town Meeting. Even though the amount is less than $100,000.00, it did require a 2/3 ballot vote instead of a voice vote. The Dept of Revenue Administration in Concord accepted the form of the article and the vote when setting the 1991 Tax Rate for the Town. The DRA is always extremely careful that warrant articles conform to RSA's when establishing Tax Rates for towns. As most realize, the tax bill is composed of Town, School and County. Since the others constitute 70% of the tax rate, we can only state -ATTEND THEIR ANNUAL MEETINGS In j_ the past, we have been able to absorb some of the other increases through the expansion of the tax base and sound management practices. This will not be possible in the future. We are not as sure as to State, County and School impacts 1994 ANNUAL REPORT TOWN OF BRIDGEWATER TOWN WARRANT STATE OF NEW HAMPSHIRE TO THE INHABITANTS OF THE TOWN OF BRIDGEWATER IN THE COUNTY OF GRAFTON IN SAID STATE, QUALIFIED TO VOTE IN TOWN AFFAIRS: You are hereby notified to meet at the Town Hall in said Bridgewater on Tuesday, the Fourteenth day of March, (1995) next at Twelve of the clock in the noon to act on the following subjects: Polls to be opened from 12 Noon to 6:00 PM Business meeting at 8:00 PM 1. To choose a Selectman for three (3) years and all other necessary town officials. 2. To see if the Town will vote to raise and appropriate the sum of $ 313,341, which represents the operating budget. Said sum does not include special articles addressed. (Majority vote reguired) Recommended by Selectmen 3. "To see if the Town will vote to appropriate the sum of $10,000.00 toward the renovation of the foundation of the Bridgewater Hill Town House with the work to begin in 1995. (The total cost could approximate $30,000.00)" and authorize the transfer of $10,000.00 for this purpose from the Dec. 31 1994 fund balance. (Majority vote reguired) By Petition Recommended by Selectmen Phyllis Clement & others To see if the Town will vote to legalize,ratify and confirm the previous vote of the Town whereby it unanimously adopted Article 3 of the warrant for the 1991 Town Meeting by voice vote, as follows: To raise and appropriate the sum not to exceed $60,000.00 for the construction of Louis Lavigne Road to Town specifications and to authorize the Selectmen to issue bonds or notes for not more than the principal amount and for a term of not more than ten(10) years, all in accordance with the provisions of the Municipal Finance Act, RSA Chapter 33. Further, to legalize ratify and confirm all expenditures made to date by the Selectmen under the authority of the passage of Article 3 of the Warrant for the 1991 annual Town Meeting. Further, said cost of construction to be apportioned egually among the owners of lots 6 thru 15 inclusive as numbered on the original map of the road, with majority of these owners consenting. (2/3 Ballot Vote reguired) Recommended by Selectmen
