Eaton was the 1990 Representative to the General Court. Mr. Feuer's term started 1991 Apologies to Mr. Eaton. . SELECTMEN'S NARRATIVE Al the 1991 Town Meeting, we put a modest budget before the Town. The economy was in recession and we wanted to l<eep a tight rein on spending. The tax rate fell from $8.58 per thousand to $7.48. This was a reduction ofalmost 13% When compared to neighboring towns, their rates ranged from double to four fold. We have continued to be cost sensitive. The price we pay for fuel oil is down due to the competitive bidding process. We have also slashed our Insurance costs while improving the coverage. Our propane company reduced our charge retroactively to keep our business. For the first time, vye have retained a professional audit firm to review our town books. The State has wanted us to do this for sometime, and a periodic review Is good. This is not going to be necessary every year, but perhaps once every five. The firm was selected from five proposals received at the Town's request. We have made some changes at the Transfer Station also. While Bourassa still takes our trash, he does not handle the recycllbles. This change has saved the Town $4,000.00 on the scrap metal box alone. We need to aggressively seek a new sit£ for our Transfer Station. The current site was selected over ten years ago as a temporary solution, but we've outgrown its usefulness. The heater in the Town Hall is a 1957 vintage and on its last leg. The efficiency is poor and maintenance is high. Although, we need to replace it, this does not address our growing need for Town office space. The heater in the library was replaced this year after being declared unsafe and unrepairable. The Selectmen are now accepting resumes for the position of full time road agent. This has been studied several times. The mostrecent report is in the 1986 Town Report. We believe that the additional duties associated with Town maintenance plus Road duties would benefit the Town both In price and service. Although ithas been a long time, progress is apparant with our cable TV vendor, Highland Communications. We have received a certificate of insurance and construction should commence soon.
