Unfundedspecialeducationcosts continuetoincreasetheamountthattownspay. Iwouldn'tlookforanyrelieffromourFederal Government. Onemayquestionwhywegottaxrebateswhentheirobligationshaven'tbeenmet. OurStateGovernmentisstill workingon thecostofeducationformula. Therealityisthattowns willcontinuetopay whattheStateandFederalchoosesnottofund. Thespecialeducationcosts aremandated, leavingusverylittleforvoterdiscretion. Thecounty portionofourtaxbill isupby $0.40andthetownby$0.10. Thisshowstheportion ofourtax bill thatStoddard'svotershaveauthorityoverisundercontrol. Thatissomethingwe canall beveryproudof. Thereasons forourotherincreases,andtheirproportional shareofour taxbill are somethingthatwemustweawareof. WecontinuetobetheonlyDonorTownintheregion,andremainactiveinthePortsmouth Collation. ArecentrulingbytheStateBoardofLandandTaxAppealhasdeterminedthatwe mustdoacompleterevaluationbefore2003. We'veaskedforbidsandhavereceivedfive responsesranging from$135,000to$170,000. Lastyearwecreatedacapitalreservefundforthis purposewith an initialdepositof$20,000. Thisyearwe'reaskingfor$60,000andnextyearwe mustaskforthebalance. Ifwerejectthis warrantarticle,theStatewilloverrideus. We've alreadyaskedthatquestion. Onceagain, theTownanditsregisteredvotershavenoreal sayinthe matter. ThesuitfiledagainsttheStateby 27 towns foundthatthemethodofcalculatingtheState Property taxwasflawed,andthus unconstitutional. TheTownhadacompleterevaluationdone in 1990bytheState, thefirstoneever. Itisinterestingtonotethatwhentheconstitutionalityof theState'sPropertyTaxcalculationmethodischallenged, howquicklyourvaluationbecomes obsolete. Thisyear, theportionofourtaxratepaidtotheStatePropertyTax increasedby $ 0.07. ThemostsignificantchangethisyearisadoptionoftheMayTownMeeting. March2002will markourlasttraditional MarchTownMeeting. Thebudgetweadoptthisyearlooks abitunusual too,because itencompasseseighteenmonths. Ourfiscalyearwill nowendonJune30"^, versus December31". We'veputatwelve-monthcomparisonfigureinourbudgetreportsothatthe transitiontotheeighteen-monthbudgetwill makemoresense. Nextyearwe'll bebacktoa twelve-monthbudget, usingthesameaccountingcycleastheschoolandCheshireCounty.
