Budget&Taxes We completed Fiscal 1993 with a surplus of one million dollars. WemanagedtoachievethisdespiteFY '93'staxrate being lO^/o less thanFY '92. Youmayaskhow wewereable to do this? We were ableto do this by each and every town employeefocusingonexpensecontrol. Imustcommendthem fortheirefforts.DuringFiscal 1993,weputthewheelsinmo- tion to begin yet another property revaluation. This was necessary because of the recent declines in property values whichmadecurrent assessmentsoutoflinewith realmarket values. Oneofthemostimportanttasks ofany fiscalyearis that ofthe budget planning process for the next fiscal year. Keepingwithmypledgetoholdthelineontaxes, Iproposed a budget decrease of2% for fiscal year '93. Unfortunately, the budget approved by the Council ended up with an in-
