He left thisworld attheyoungageof56-buthe managedtodo morefortheTown inhis morethan 30 years of servicetoDanville, than most peoplecould do inthecourseof several lifetimes. Asoneofthe Selectmen said"hereally sometimes could beapain" but ifDonthoughthewasrighthewould fight youtothefinishto provehewas right. And onthefew occasionsthat hewaswrong, hewasusually bigenoughto admit it-ratherthantrytoblame it onsomeoneelse. At least fivepositionsonthe 1998 Townballot are open, dueto hisuntimely passing. It is sometimes saidthat people "live and breathe" for acertain cause. Ifthat isthe case, DonKimball lived and breathed fortheTownofDanville. Hehasalready been missed-he is being missed at thepresenttime-andhewill surely continuetobemissed in thefuture. Farewell, ohgood andfaithful servant! Approvenew operatingbudgetof$908,230 Approved 1997 SUMMARY INVENTORYOFVALUATIONS ValueofLand onlv Land inCurrentUse Residential Commercial/Industrial Total oftaxableland: SELECTMEN'S MESSAGE Danville continuesto experience growth at over7 percentperyear, the highest rate inthe region. The challenge, forall ofus, is to maintain Danville's friendly smalltown characterwhile, atthe sametime, planning for and accommodating the inevitable change that is ongoing. Inthe course of1997, mostofthe Town's departments, boards and commissions struggledwiththis challenge. The Planning Board began the first yearofaformal growthmanagementprocess. The Heritage Commission began consideration ofthe establishmentofHistoric Districts. The Selectmen andthe Library Trustees considered library expansionplans. The Conservation Commission began consideration ofways to preserve undeveloped Town owned land. The Police Departmenthireda fulltime officerwho will provideregular weekdayprotection. Town office hours increased from 10 to 20 hours perweek. The Cemetery Trustees began planning aneeded cemetery expansion. The Selectmenjoinedwith officials from Fremont and Sandownto consider alternative school district concepts. These andmany other often controversial issues were addressed bythe many citizen volunteers who are concerned about the future ofDanville. Wethankthemall, butwe needmore ofyou involved in 1998 and intheyears ahead. Onthe financial side, 1997 was agoodyear. We underexpendedthe operational budgetby 14%, almost $130,000. The underexpenditure was the resuh ofseveral factors such as, notbeing able to repairthe Cub Pond dam in 1997, hiring ofthe fulltime policeman laterthan planned, the lack ofweather related emergencies, and less welfare assistance than planned. This surplus, combinedwith greaterthan expected revenue, will more than offsetthe funds thatthe Selectmenwithdrew fromreserves last fallto keep the Townportion of thetaxrate from gomgup. For 1998, ourtotal recommended operational budget plus warrant articles has increased lessthanthe estimated increase intaxbase. Ourobjective isto keepthe costofincreased Town services in line withthe increase in ourtaxbase.
