Themost NH promisinggoodnews is thatitlooks likethe stateof will finallybe addressingschool funding. Ifthisyear'smajor foundation aidincreasetothe town isanyindicator,thenhopefullythelegislaturewill comeup with a permanentsoluti(mtoour school fundingproblems. Forthis tobe finalizedin a mannerinwiiichwe can acceptwillmeanthatwe allneedtokeep thepressure on thelegislature. Thenextmostpositivenote ofinterest isthatthe sandandsaltpileswill be leavingthevillage. Wehavehad severalyears ofcomplaintsabout ourwinter sandandsaltpilelocationrightinthecenteroftown, andafter severalyears of exploringanddebatingthepossibilities for anotherlocationthatwould be acceptabletoall involved, wehavea solution. Wehave anoption onthepiece oflandnowownedbyDanny Smith. Thisparcel is largeenough forall our needs foryearstocome. Itmayevenhave some sandand/orgravelreserves for town use, althoughwehavenotyet definitelyestablishedthatfact. Theparcel is relativelyclosetothe center oftown,yetis awayfi"om almost allhouses. We will alsobeabletoeasilyscreen the faciUtyfi^om view, thushelpingtoimprove theoverallbeautyofourtown. Youwill findtwoarticles onthewarrant relatingtothisproject. Oneisthearticletopurchasetheland. The second articleistobuildahighwaygarageandasand/salt shed. Wehave some very goodpricingtodothisproject. In fact, wiien weinquiredabout thepriceofthe tenyearloan,theloan officer was surprised athowmuch wewould get for so littlemoney. Shementionedthat sherecentlyarranged for anothertown inthe statetodoa similarhighwaygarageproject. Thetown was asimilarsizeto ours, yetthepricewas almostthreetimesasmuch. The CommunityCenterprojecthastaken on anewoutlook. Sincetheschool districtandthetown bothneed asimilarbuilding, ourcommittee andthe school fecilities committeehavejoined forces totrytowork outonebuildingtoserve theneeds ofboththeschool andthetown. Thiswill delaytheproject fortwoto threeyears,but inthe enditwill be worththewait. We shouldhave important updates foryounextyear. Thiswinterwehave seen some ofthemost severe icestorms foryears. Ice, unlike snow, cannotbeplowed away. Itis verydifficult togetrid ofasyouwell know. The selectmen intheirtravelsthroughoutothertowns inCheshire Countyhavenoticed, veryproudlyI must say, thatwehad someofthe best maintainedroadsintheregion duringandafterthisice stormperiod. The selectmen andthe budget committeerecommendthisappropriation. 2. Tosee iftheTown will votetoraiseand appropriatethesum of $105,000 fortheconstructiai ofahighwaygarageandasaltand sandshed, andto authcHTzetheissuance ofnotmorethan $99,000innotes or bondsin accordancewiththeprovisions oftheMunicipal FinanceAct(RSA 33) and toauthorizethemunicipal officialstoissueandnegotiatesuchbondsor notes andtodeterminetherateofinterestthereon; withthebalance of $6,000toberaisedbytaxation. The selectmen andthebudget committee recommendthisappropriation. (2/3 ballotvoterequired). 3. ToseeiftheTown will votetoraiseandappropriatethesum of $4,000to purchaseandinstall insulated overheaddoors andelectric dooropenersfor the GilsumFire Station. Theselectmen andthebudget conmiittee recommendthisappropriation. 4. ToseeiftheTown willvotetoraiseandappropriatethesum of$2,000to beplacedintheexpendableHealth/RetirementTrustFund established in 1995 for fulltimeemployees. Theboardof Selectmen actastheAgentto expend/administerthis fimd. The selectmen andthebudget committee recommendthisappropriation. 5. Tosee iftheTown willvotetoraise andappropriatethesum of $313,610 wiiichrepresentstheoperatingbudget. Said sumdoes not include special or individual articles Ustedabove. The selectmen andbudget committee recommendthisappropriation. 6. Tosee iftheTown willvotetoauthorizethe Selectmentoborrowmoneyin anticipation oftaxes. 7. ToseeiftheTown willvotetoauthorizethe selectmentoissuepermits, without charge, for supervisedactivitiesheldontown property. Said permitstoincludethe erection oftemporarystructures. 8. Pollmghoursinthetown ofGilsum arenow8:00 A.M. to7P.M Shall we placeaquesticm onthe state electionballotto changepollinghourssothat polls shall openat 11 A.M. andclose at 7P.M forall stateelections beginningin 2002? 9. ToseeiftheTownwillvotetoauthorizetheTrustees ofTrustFundsto open newfundsthatmayariseduringtheyear. 10. To seeiftheTown willvotetoauthorizetheBoardofSelectmento accept on behalfoftheTown gifts, legacies, anddevisesmadetotheTown for any publicpurpose aspermittedbyRSA31:19. 11. Tosee iftheTown willvotetoauthorizethe selectmentosell anypieces of non-real estateproperty, eitherbyauction orprivate sale, saidpropertyto be advertised forthreeweekspriortosale. 13.
