SELECTMEN'S REPORT Forthe last three years we mentioned that the State of New Hampshire is addressing the school-funding problem. As you know, the issue is not resolved yet. This year cx>uld be more critical because Governor Benson wants to cut ALL costs at the state level. This could easily result in some more services being We passed down to the local taxpayer (YOU). have already seen some changes in the area ofthe police department in that some services previously provided by the State Police or Sheriffs Department are no longer provided bythem. There are nowtwo large groups oftowns, the "donor" towns, and the "receiver" towns that are working togetherwith the NH Municipal Association to try to forge a solution to part ofthe escalating costs of education. These increases in costs in education make the increase in health insurance seem very minor in comparison. Please keep the pressure on the legislature to fixthis problem once and forall. We now have 4 legislators in the NH House. Their names and phone numbers are listed at the bottom of page 4 ofthis town report. Thelocal schoolportionofourtaxeswas $12.19in2000. Thelocal schoolportionofourtaxeswas $13.62in2001 Thelocal schoolportionofourtaxeswas $18.18in 2002. Weareanticipatingtheratetobeabout $24.96in2003 % This is an astounding 105 increase in lust3 vearsl Ifthe newschool passes, wewill easily see a local school taxrate % ofabout $32.42 in 2004 which would be 30 overthis year's anticipated rate and 166 % overthe2000 school rate We need to . provide forthe education ofourchildren, but the very survival of homes and families in ourtown is nowat stake. We as selectmen are very alarmed at these kinds of increases when the cost of living for each ofthese years has gone up less % % than 3 and the Social Security benefits has increased 1.4 for the year 2003. Something is verywrong and needs to be addressed before everyone is taxed out oftheir homes. Please vote very carefullv on vour school ballot . Howyou vote WILL have a bearing on what vour ultimatetax rate will be. Yourvote doescount. (Selectmen'sReportContinued) It is the opinion ofthe Selectmen that to furthercut school costs we all need to contact our Congressman, Rep. Bass, and our Senator, Judd Gregg, to take a hard look at the whole federal Special Ed Program to make Improvements, to make better accounting and more accurate coding, and refinements to cut down on the terrific abuses that now exist. Secondly, we should seek full funding ofthe federally mandated program. The town should also be aware ofthe fact that there has been legislation passed that requires each town in the State ofNH to be "certified" bythe year 2005. Even though the legislation has passed, the rulemaking authority cannot come to agreement asto howthis will all happen in a mannerwhich we, as towns, will accept. You will hear more on this as the process unfolds. We are attempting to keep our overall tax rate from climbing any higherthan necessary by holding the line on our local spending. Our operating portion ofour budget is up only $10,000 over last year's operating budget. In this budget are some "one time" expenditures for4 ofour departments which will enhance our operations nowand in the near future. We have made a majorcut this year on our highway special projects budget this yearto help offset the major school increase. Ifwe can find a wayto bring about a reduction in our school cost increases before town meeting, we will increase this funding somewhat at town meeting. Last, but not lease, Selectperson, Joan Miller has chosen not to run again this yearforoffice. Joan started hercontinuous service for Gilsum in 1985. This reflects about 18 years of service to the town. For most of herterm she was the selectmen's representativetothe planning board. She produced the town report format on her home computer for many years until her computer died. Joan kept the selectmen's minutes for most, ifnot all of hertime in this office. In addition, she served as the town's HeaKh Officer. All the above was in addition to the hundreds of dayto day operations and the making of decisions that come with this position.
