In addition to being more pleasing to the eye, some safety issues have been resolved, and the Transfer Station is now fenced m to meet state requirements. The fencing is designed to keep unauthorized people out, while to making the whole area lookbetter. Also, cementpads have been poured to facilitate the loading and unloading ofthe containers. The Riverside Street and Banks Road resurfacing projects were completed. The Highway Department was able replace crushed gravel stockpiles as well. The voters voted last March to allow the Selectmen to split the voting times and the Town Meeting. A voluntary survey was conducted last March. Based on the survey and verbal feedback, the Selectmen have received over the last few years, the polling hours have been extended by one hour. Theynow close at the same time as the State and Federal elections, 7 PM. This year we are going to tiy town meeting on Saturday March 14, at 1:00 PM. The time and date ofthis dehberative session is deteiTnmed by the Selectmen. We will attempt to meet the desires of the majority where possible. Please give us your input for next year. As you are well aware, ourtotal taxrate this past Novemberwent up almost 21 %, even though the town's portion ofthe rate went down % 16 fromthe prioryear. In this vei7 trying economic time, we are aware that some people in town are having a very hardtime paying their taxes. Our uncollected taxes more than doubled what they were one year ago. As a result, the Selectmen and Budget committee have made evei-y effort to present to you a budget that is neutral. To do this, in spite ofrising costs, several cuts have been made ofitems which were not absolutely essential. . THE STATE OF NEW HAMPSfflRE THE TOWN OF GILSUM 2009 WARRANT THE POLLS WILL BE OPEN FROM 1:00 PM TO 7:00 PM To the inhabitants ofthe Town ofGilsum, m the County ofCheshire, in said State, quahfied to vote in Town Affairs: You are herebynotified to meet at the GILSUM COMMUNITY CENTER m said Gilsum on Tuesday, the lO"' day ofMarch 2009, next at 1:00 PM m the afternoon to act upon the following subjects. 1 To choose all necessary Town Officers forthe year ensuing. 2. Are you in favor ofthe adoption ofthe following amendments as proposed by the Planning Board forthe Gilsum Zoning Ordinance: Amendment # 1: To amend Article VIII- Administration and Enforcement, Paragi'aph B, as follows: B. It shall be unlawful to erect, use or occupy any structure, alter the size ofany existing structure, remove or demolishany existing stiiicture or relocate any structure in any distiict within the Town ofGilsumwithout first obtaining apermit fi'omthe Board ofSelectmen or their agent sublect to all applicable requirements ofRSA 155-A (the State Building Code). Exempted from this requirement are: (1) structures less than 100 square feet in area that serve as an accessory^building to an existing use: (2) repair workthat does not exceed $2,000 of labor and material where the building is neither enlarged or altered and thepurpose forwhich the building is used is not changed. Amendment # 2: To delete in its entirety the Ordinance entitled "Town ofGilsum Establishnient ofBuilding Regulations and Authorization ofa Building Inspector." EXPLANATION: The State ofNew Hampshire has adopted the International Building Code byreference as the State Building Code (RSA 155-A). All towns inNew Hampshire are subject to RSA 155-A. Therefore, certain changes need to be made to Gilsum's ordinances. 7 . Amendment # 1 deletes the last sentence from Article VIII, m Paragraph B. because it is conflict with the State Building Code. Amendment # 2 deletes the Town's Building Regulations because they are also in conflict with the State Code, and are preempted by this Code. Amendment # 3: Add a definition for Family to Aiticle XII- Definitions, as follows: Family. Any number ofpersons aO ofwhom are related by blood, adoption or marriage, or no more than four persons who are living together as a single housekeeping unit and any one of which is not related by blood, adoption or marriage to all the others. After the votes are counted and the results are announced, the meeting will recess until Saturday, March 14, when it will convene PM GILSUM COMMUNITY CENTER at 1:00 in the in said Gilsum to act upon the following subjects: 1 To see ifthe Town will vote to raise and appropriate the sum of nine thousanddollars ($9,000) to be added to the Fire Tmck Capital Reserve Fund established in 2002. (Theselectmen andthe budget committee recommendthis appropriation.) (Majority vote recjuired). 2. To see ifthe Town will vote to establish an Expendable Capital Reserve fund (pursuant to RSA Chapter 35) for the purpose of purchasing Minitors for the Fire Department and toraise and appropriate the sum oftwentyfive hundred dollars ($2,500) towards thispuipose, and to appoint the selectmen as agents to expend from the fund. (Theselectmen andthe budget committee recommendthis appropriation?) (Majority vote required). 3. To see ifthe Town will vote to establish a Capital Reserve fund (pursuant to RSA Chapter 35) for the purpose ofpurchasing a Highway Truck and to raise and appropriate the sum oftwenty thousanddollars ($20,000) to be placed in this fund.
