TOWN OF BARTLETT Annual Report 2004 OntheFrontCover: TheGazebofeaturedonthefrontcoverisplacedonlandformerlyoccupied bythe Bartlett Hotel, a photo ofwhich graced the front cover ofthe 1987 TownReport. Completed in 1910, the Bartlett Hotel, formerly known as The Howard, stood at the corner of Rte. 302 and River Street in Bartlett Village and replacedtheCaveMountainHousewhichburnedonMay1, 1905. Theorig- inal hotel annex was the former Newton and Hilda Howard residence on River Street. Unfortunately, a piece ofBartlett's history was lost when the BartlettHotelburnedinaspectacularfireon March8, 1989. TheTownacquiredtheland in 1999and acommitteewasformedtodevel- op plans for the site. Students at the Josiah Bartlett Elementary School workedwith interested citizensto developsome ideas and donationswere sought to build a park. In addition to many donations, the Dr. Francis Collins family donated money to construct the Gazebo. Curtis Milton designedand builtitalongwithconstructionassistance fromDavid Shedd andthankstotheeffortsofmanycitizens,itbecamearealityin2004. To see ifthe Town will vote to raise and appropriate the sum of $10,300.00asits50%share,tobematchedbytheTov^rnofJackson,forcompletinga master plan at the Transfer Station (Bartlett's share $5,000), for paving at the Transfer Station (Bartlett's share $2,700) and purchase ofcontainerto store mat- tresses(Bartlett'sshare$2,600). To see ifthe Town will vote to raise and appropriate the sum of $24,500.00topurchaseanew12tontrailerandhookup ($12,500), ahydraulicpull behind York-type rake ($10,500), and a power operated handheld compactor ($1,500) forusebytheHighwayDepartment. To see ifthe Town will vote to raise and appropriate the sum of $26,700.00 for the purchase ofa fourwheel drive vehicle, related equipment and installationofequipmentforthepolicedepartment. Selectmenfavor. ARTICLE 7. To see ifthe Tovm will vote to raise and appropriate the sum of $2,500.00forthereplacementoftownidentificationsignsattheentrancestotown andattheTov^niHall. Selectmenfavor. ARTICLE 8. To see ifthe Tov^m will vote to raise and appropriate the sum of $43,500.00forturnoutgear, helmets, gloves, boots, andnecessarygearfortheFire Department in order to replace old outdated and recalled gear ($38,000), ladder truckequipment($1,000) andahighrisekit($4,500). To see ifthe Town will vote to raise and appropriate the sum of $8,000.00 for cribbing, stabilizers, and other safetyrelated equipment forthe Fire Departmenttobereimbursedbygrantfunds. Fundswillnotbeexpendedifgrantis notapproved. Selectmenfavor. ARTICLE10. ToseeiftheTownwouldliketoraiseandspendthesumof$12,000 (twelvethousanddollars)fortechnologyequipmenttoincludearuggedizedlaptop, ethernetconnection,videoprojector,printer(largeformat), andotheritemsneed- edtoassistthefirechiefandofficerstodothebusinessofamodernfiredepartment. To see ifthe Tovm will vote to adopt the provisions ofNH RSA 72:28,11 establishinganOptionalVeterans'TaxCredit. TheOptionalVeterans'Tax Creditshallbeincreasedfrom$300.00to$500.00. ToseeiftheTownwillvotetoauthorizetheLibraryTrusteesunder NH RSA202-A:4-d to accept gifts ofpersonal property, other than money, which maybeofferedtothelibraryforanypublicpurpose;thatpriortotheacceptanceof anygiftvaluedatover$5,000,theLibraryTrusteesshallholdapublichearingonthe proposed acceptance; that no acceptance of any personal property under the authorityofthis section shall be deemed to bind the town or LibraryTrustees to raise, appropriate, or expend any public funds for the operation, maintenance, repair or replacement of such personal property; and such authorization shall remainineffectuntilrescindedbyavoteoftownmeeting. ToseeiftheTownwillvotetoestablishaCapitalReserveFundunder theprovisionsof NHRSA35:1 forthepurposeofacquisitionoflandandconstruc- tion of a new Bartlett Public Library and to raise and appropriate the sum of $10,000.00tobeplacedinthisfund.
