TOWN WARRANT The State ofNew Hampshire To the inhabitants oftheTown ofDorchester in the County ofGrafton in said state, qualified to vote inTown affairs: You are hereby notified to meet at theTown Hall in said Dorchesteron Tuesday the 14th day ofMarch 1995, polls to be open forvoting on Article 1 at 11:00 o'clock in the forenoon, and toclose not earlierthan 7:00o'clock in the afternoon, with actionon the remaining articles to be taken commencing at 10:00 o'clock in the forenoon on Saturday, March 18, 1995. 1 To choose by nonpartisan ballot all necessary Town officers forthe ensuing year. 2. To see iftheTown will authorize the Selectmen to borrow money in anticipation oftaxes. Recommended by Selectmen. 3. To see iftheTown will voteto authorize the Selectmen to administer, lease, rent, sell orconvey by advertised sealed bid, public auction, orto other- wise dispose ofany real estate or mineral rights orany other interest in real estate acquired by theTown by any Tax Collector's Deed orotherwise, and to authorize the selectmen to sign the necessary and appropriate documents for such purposes. And in the eventofa sale, any sale shall beconducted by advertised sealed bids, negotiated private sale, public auction orin any other mannerwhich the selectmen shall deem to be in the best interestoftheTown. And apublic hearing mustbe heldby the Selectmen before proceeding with any such sale. Recommendedby Selectmen. 4. To see iftheTownwillvoteto authorize the Selectmen to apply for, receive andexpendfederal and state grants which may become available during the course oftheyear, in accordance with RSA31:95-B, and also to accept and expend money from any othergovernmentalunitor private source to be used forpurposesforwhich the town may legally appropriate money. Recommended by Selectmen. 5. To seeiftheTownwill vote toraise and appropriate the sum offifteen thousanddollars ($15,000.00), tobe addedto the capitalreserve funds ofthe -7- 5. To seeiftheTown will vote to raise and appropriate the sum offifteen thousand dollars ($15,000.00), to be added to the capital reserve funds ofthe Town as follows: Town Building Fund $4,500.00 Highway Equipment Fund 5,000.00 Bridges 2,500.00 PurchaseofTown Property 1,000.00 Revaluation ofProperty 2,000.00 Recommended by Selectmen. 6. To see iftheTown will vote to raise and appropriate the sum ofthree hundred dollars ($300.00) forthe care ofabandonedanduncared forcemeteries. Recommended by Selectmen. 7. To see iftheTown will vote to raise and appropriate six thousand dollars ($6,000.00) forthe purpose ofenergy improvements in theTown House. Recommendedby majority ofSelectmen. 8. To see iftheTown will raise and appropriate fourthousand dollars ($4,000.00) forthe purpose ofsealing more town roads in Dorchester, NH. The locations ofareas to be sealed will be atthe RoadAgent's discretion. (By petition.) Not recommended by majority ofSelectmen. 9. To see iftheTown will raise and appropriate fourthousand dollars ($4,000.00) forthe purpose ofsealing more town roads in Dorchester, NH. Recommended by majority ofSelectmen. 10. To see iftheTown will vote to raise and appropriate fourthousand dollars ($4,000.00) forthe purpose ofenergy improvements to the Selectmen's Office/ Library building. Recommended by majority ofSelectmen. 11. To see iftheTown will raise and appropriatethe sum ofone dollars ($1.00) and vote the following policy to become town policy enforceable against the Selectmen: A Selectman is required to attend the regularbimonthly Selectmen's meetings. The Selectmen are allowed to miss three (3) ofthese bimonthly meetings. Ifmore than three (3) regular bimonthly meetings are missed, a fee of seventy-five dollars ($75.00) will be deducted from that person's selectman's pay each time they miss the regularbimonthly Selectmen's meetings. This policy will have a trial period ofone yearto see ifthe town saves any money and ifthe Selectmen's attendance improves. (By petition.) Not recommended by majority ofSelectmen. -8-
