STATE OF NEW HAMPSHIRE TOWN WARRANT To the inhabitants of the Town of Wilton in the County of Hillsborough and the State of New Hampshire qualified to vote in Town Affairs: You are hereby notified to appear at the Wilton Town Hall in said Wilton on Tuesday, March 14, 2000 at 10 A.M. to ballot for necessary Town Officers and other action required to be inserted on said official ballot. (POLLS ARE TO REMAIN OPEN UNTIL 7:00 P.M.) 1 To choose all necessary Town Officers for the year ensuing. (By ballot..) 2. Are you in favor of the adoption of Zoning Ordinance Amendment No. 1 as proposed by the Planning Board for the Town of Wilton Zoning Ordinance as follows: Amend the zoning ordinance section 4.7.1 Temporary Placement of Manufactured Homes by correcting a typographic error concerning the temporary placement of such uses. This section was approved last year; however, as a result of the typo part of the intended text was not presented for voter consideration. Approving this article will correct the section so that reads as the Planning Board intended. it 3. Are you in favor of the adoption of Zoning Ordinance Amendment No. 2 as proposed by the Planning Board for the Town of Wilton Zoning Ordinance as follows: Amend the zoning ordinance Special Exception 5.3.6 Schools and Day Care Centers in order to correct the reference to State statute RSA 193- A. The existing reference has to do with the meaning of number and gender words rather than home schooling. 4. Are you in favor of the adoption of Zoning Ordinance Amendment No. 3 as proposed by the Planning Board for the Town of Wilton Zoning Ordinance as follows: Amend the zoning ordinance section 10.5 Alteration of Water Courses to correct the reference to State statute RSA 482-A:3. The existing reference has to do with the statement of policy for the NH Lakes Management and Protection Program rather than the Excavating and Dredging permit which the Planning Board interprets as the intended reference. 5. Are you in favor of the adoption of Zoning Ordinance Amendment No. 4 as proposed by the Planning Board for the Town of Wilton Zoning Ordinance as follows: Amend zoning ordinance section 18 Phasing of Development by deleting the Enforcement subsection 18.4 which is a duplicate of the same text contained in Section 22 Fines and Penalties. 6. Are you in favor of the adoption of Zoning Ordinance Amendment No. 5 as proposed by the Planning Board for the Town of Wilton Zoning Ordinance as follows: Amend the special exception for nonconforming uses and buildings, section 17.3, to more clearly specify what conditions constitute grounds for granting a special exception. The existing language is unclear. The purpose is to clarify when the special exception is permissible and also clarify setbacks as these pertain to lot lines and district boundaries. You are further notified to appear at the Florence Rideout Elementary School Auditorium in said Wilton, Thursday the 16th day of March 2000 at 8:00 P.M. to act upon the following: 7. To see if the Town will vote to raise and appropriate the sum of One Hundred Seventy Five Thousand Dollars ($175,000) to be added to the Bridges Capital Reserve Fund previously established and to authorize the transfer of One Hundred Seventy Five Thousand Dollars ($175,000) from the December 31, 1999 fund balance (surplus) for this purpose. No amount to be raised from taxation or to take any other action relating thereto. (Budget Committee recommends this article - Selectmen recommend this article.) 8. To see if the Town will vote to raise and appropriate the sum of Ninety Five Thousand Dollars ($95,000) for an engineering study required for the replacement of the Burton Highway Bridge over Burton Pond Outlet and the Russell Hill Road Bridge over Blood Brook and to authorize the withdrawal of Ninety Five Thousand Dollars ($95,000) from the Bridges Capital Reserve Fund previously established. No monies to come from general taxation or to take any other action relating thereto. (Budget Committee recommends this article - Selectmen recommend this article.) 9. To see if the Town will vote to raise and appropriate the sum of One Hundred Twenty Five Thousand Dollars ($125,000) relating to the purchase of 136 Main Street property, also known as K-064, also known as Rue's Automotive. One Hundred Twenty Thousand Dollars ($120,000) represents the purchase price of the property and Five Thousand Dollars ($5,000) is for a Phase I Environmental Study and legal expenses.
