There are people in every community who quietly give oftheir time and energy for the common good oftheir town. Jim Stuart is one ofthese individuals. Being a long time dairy farmer and involved in many aspects ofthe Town ofStratham has made him an important contributor to the life ofour community. Along with his wife Lorraine, they were Chairpeople ofthe 4-H area ofthe Stratham Fair for 26 years. The 4-H program at the Fair is the foundation ofour country fair. Countless young people had positive and rewarding experiences at the Stratham Fair under the warm and encouraging oversight ofthe Stuarts. Jim Stuart served a long and distinguished term as Chairman ofthe Zoning Board of Adjustment (ZBA) from 1979 to 1994. With the Town changing dramatically, Jim guided the ZBA through an era ofmany zoning changes. Mindful ofthe pressures placed on family farms by development, the Stuarts' Farm became one ofthe first farms in the state to sell their development rights to the State ofNew Hampshire to maintain the rural character ofStratham and insuring a continued farming presence in this region. Jim also served on the Town's first Master Plan Committee and again as Chairman ofthe most recent effort to update the Master Plan, to include chairing the Community Stewardship Program. Jim also worked on the Cost of Community Services study in 1994, which analyzed the cost to the Town associated with different types ofland uses. For these and other efforts, the State ofNew Hampshire Office of State Planning named Jim Stuart as Citizen Planner ofthe Year in 1997. For all these commitments and the investment ofhimselfin our community and our State, we dedicate this 1999 Town Report to a devoted citizen ofour ever-expanding community. He is truly an example to others in both words and deeds. On behalfofa grateful community, the Board ofSelectmen extends its thanks and best wishes to you in your future efforts.
