TheBoardofSelectmencontinuedtomeetweekly,alternatingworksessionswithregularmeetings.TheBoardupdateditslistof prioritiesandcontinuedtoworkwiththeTownManagertoachievethem.Majoreventsoftheyearincluded: TheWaterTreatmentPlantisunderconstructionandwillbefilteringSalem'swaterinthesummerof 1995. TheItydrogeologicalstudyhasledtodeterminationofwell-headprotectionandwatershedprotectionareastoprotectourwater supplies. TheapphcationforStatedesignationoftheareaswillbeconsideredbytheStatein1995. TheTownMeetingdidnotapproveeitherthesolidwasterecyclingfaciUtyatthetransferstationorcurbsidecollectionofsohd waste. Theissueswillbeconsideredagainatthe1995TownMeeting. Salemmuststarttown-widerecyclingbyJanuary1,1996 tomeettheMassachusettsrequirementswhereoursolidwasteisdelivered. TownManagerBarryBrennerresignedtoacceptthepositionofCityManagerinLebanon,NewHampshire."SelectmanEmeritus" DavidTiltonisservingasinterimTownManageruntilthepositionisfilled,whichisexpectedinearly1995. PohceChiefJamesRossretiredoni'^ril1afterservingSalemwellformanyyears.ChiefStephenMacKinnonarrivedinSalemfrom Exeter,NewHampshiretoleadthedepartment. TheyearsawtheuntimelypassingofseveralindividualswhoservedSalemwithdedication. Theserviceandcontributiontothe communityofRichardA.Willis,HenryJ.Potvin,DonaldL.Roulston,CharlesJ.Lavoie,RichardN.McDonaldandKelleyP.Dahoodwillbe remembered. Respectfiillysubmitted, RobertJ.Campbell Chairman -4- ^ fT DEDICATION RichardA.Willis,retiredTownTreasurer,passedawayonMarch22nd. Mr.WilliswastheTownTreasurerfor 25yearsbeforeretiringin1983. Additionally,Mr.WillisservedasActingTownManagerin1970whilealso servingastheTownAccountant. HenryJ.PotvinpassedawayonDecember 18th. Mr.Potvinwasaformer memberoftheBoardofSelectmenduringthe1980's. DonaldL.RoulstonpassedawayonSeptember20th. Mr. RoulstonservedtheTownasaBudgetCommitteeMemberaswellasformerTownModerator. CharlesJ.Lavoie passedawayonMy24th. Mr.Lavoie,alongtimeresidentofSalem,servedtheTownasavolunteerfirefighter duringtheyearswhenSalemhadbothvolunteerandpermanentfirefighters. RichardN.McDonaldpassedaway onDecember 15th. Mr.McDonaldwasaformerPoliceOfficerwiththeSalemPohceDepartment. KellyP. DahoodpassedawayonNovember12th. Mr.DahoodservedtheTownthroughhismembershipontheBudget Committee,aswellasservingonthecitizencommitteefortheselectionofTownManagerpriortothehiringof recentlydepartedBarryM.Breimer.Priortohisdeath,Mr.DahoodwasPresidentofSalem'sfirstBank,Salem Cooperative. Inrecognitionofthededicationandcaringofthesefinepublicservants,theBoardofSelectmenhas dedicatedthisAnnualReporttotheirmemories. J -5- TOWN MANAGER TheaccomplishmentsoftheTownin1994aredetailedinthereportoftheBoardofSelectmen,aswellasthereportsofvariousTown Departments. TheseaccomphshmentsareduetothededicatedeffortsoftheBoardofSelectmen,theTown'sBoards, Committees,and Commissions,andthemenandwomenofallTownDepartmentsthatprovidetheservicestoourcommunity. Manyoftheprioritiespreviously estabhshedin1993bytheBoardofSelectmenwerecompleteddxjring1994. TheBoardofSelectmencontinuestoworkwiththeTownstaff estabUshingadditionalprioritiesthatwillcontinuetoprovideSalemwithapositivefiiture. 1994sawtheresignationoftwokeyemployeesandtheappointmentofanother. InAprilPoliceChiefJamesE.Rossretiredfromthe SalemPoliceDepartment. InOctober,TownManagerBarryM.BrennerresignedtoacceptapositionasCityManagerinLebanon,New Hampshire. Priortohisleaving,Mr.BrennerappointedanewPohceChief InAugust,afteraconsiderablescreeningprocess,StephenB. MacKinnonwasappointed FomierlytheExeterPoliceChiefMr.MacKinnonhasbroughtwithhimconsiderablee^qierience,professionaUsm andastrongcommitmenttocontinuetheeffectivenessandefficiencyoftheSalemPoliceDepartment,whichwillbuildupontheeffortsaheacty establishedbyretiredPoliceChiefJamesE.Ross. InMarch 1994, TownMeetingapprovedthebondappropriationtoconstructtheWaterTreatmentPlantatCanobieLake. Once completed,thiseffortwillbringtheTownofSalemintocomphancewiththeFederalSafeDrinkingWaterAct. 1994TownMeetingalsopassed thebondappropriationforthereconstructionofOldRockinghamRoad,PleasantStreet,LakeStreetandSalemStreet. Additionally,Town Meetingapprovedasignageprogram,whichhasproveneffectivebasedonthepositiveresponseofvisitorstoSalem. 1994sawthecontinuationofthesix-yearcapitalimprovementprogramwhichisoneofthecommunity'smostimportantphysicaland financialplanningtools. TheTownRoadImprovementProgramcontinuedwiththereconstructionofCrossStreetandthepavingofTownFarm Road,BluffStreetExtension,McLaughlinAvenue,RiverdaleAvenue,andKimballAvenue. Asourlocaleconomyimproves,Salemhasseenanincreaseinresidentialandcommercialdevelopment. Residentialdevelopmenthas reachedaheightnotseensincethe 1980's. Commercialdevelopmentwillcontinuetosignificantlyaddtoourcommunity'spropertybase bringingnewjobsandpropertytaxrevenue. ProbablytheTown'sgreatestchallengein1994wastoremainwithinthe 1994Budgetappropriationlevelavailable. For1994we concludedtheyearwithoutexceedingourBudgetappropriation. Thiscouldonlyhavebeenaccomphshedthroughthediligenceandefforts ofallTownDepartments. TheTownoperatesthroughtheservicesofmanyfineanddedicatedvolunteersandemployees. Atthistime,wewouldliketotakethis opportunitytoextendourappreciationtoallofSalem'svolunteersandemployees. Finally,IwouldliketoexpressmyappreciationtotheBoardofSelectmenfortheirconvidenceinallowingmetheopportunitytoserve theTown,yetagain,throughmyappointmentasInterimTownManager.
