ThefirstmajordecisionoftheBoardwastohireanew townmanager,whichbecamevacantinOctober1994. FormerSelectmanDavidTiltonacceptedtheappointmentasInterimTown Manager,whiletheBoardofSelectmenbeganitsearchforapermanenttownmanger. ThesearchendedinApril 1995withthe appointmentofStephenDalyasTownManager. ThiswasthemostimportantdecisionoftheBoardofSelectmenin1995. The BoardwouldliketothankformerSelectmanTiltonforhisdedicatedserviceasInterimTownManager. ThedecisiontohaveamemberoftheBoardofSelectmensititoncontractnegotiationsprovedtobeverypositive. Forthefirst timeinmanyyears,theBoardhadcontractsinhandwithalloftheunionspriortothe 1995TownMeeting. Againin1996all oftheunioncontractshavebeensignedandarticlespreparedwiththedollarimpactfortheTownMeetingWarrant. Inthecase ofthePoliceUnionContract,therewassignificantpositivemovementincontractlanguage. 1995sawmanylongtermcapitalprojectscompleted;someoftheseprojectsbeganasearlyasthe 1993TownMeeting. Oneof theseprojectswasthewatertreatmentplantatCanobieLake. The 1993and 1994annualtownmeetingsapprovedfundingof $300,000forthedesignofthewatertreatmentplant,and$4.5milliondollarsfortheconstructionofthewatertreatmentplant, respectively. InAugust1995thewatertreatmentplantwascompletedandapublicdedicationtookplace. Itshouldbenotedthat thetotalcostofthedesignandconstructionofthewatertreatmentplantwas$250,000underbudgetatatotalcostof$4,250,000 ratherthantheprojected$4,500,000. Therecyclingdebatethatbeganin1993endedattheMarch1995TownMeetingwithavotetobuildatrashtransfer/recycling facilityonthesiteofthecurrenttransferstation. Thetrashtransfer/recyclingfacilitybecameoperationalonJanuary15, 1996, just10monthsafterthe 1995TownMeetingvotetogoforward. TheMarch1995AnnualTownMeetingapprovedtheftmdingtoconstructasaltshedandcoldstoragebuilding. Thisprojectwas completedinOctober1995ontimeandwithinbudget. Athirdambulancewaspurchasedaspartofthethree-yearprogramto replacethreeoftheFireDepartment'sambulances. Thisambulanceisafarsuperiorpieceofequipmentandisduetoarrivesoon. TheissuethathasconsumedmostoftheBoardofSelectmen'stimein1995andwillcontinueinto 1996isthewatercrisis. The BoardhasworkedlongandharddevelopingplanstopresenttotheTownMeetinginMarch. WehopeyouwillattendtheAnnual TownMeetingElectiononMarch12, 1996andthedeliberativesessiononMarch16, 1996. Itisessentialthatyou,ascitizens, participateinthedecisionmakingprocessofallimportantissues.
