Rollinsford celebrated its 150th Birthday in 1999 highlighted with afamilyday in Augustwhich includedtrolley tripsto OldTown Cemeterywhere charactersfromthe pastdiscussed theirlives in Rollinsford inthe earlydays. Old historybuffs, Ruth Emerson and FlorenceGreenaway, remind usthatRollinsford'sreal age is about 375 years, dating back to the initial settlement along the Salmon Falls River in the 1620's. LucyPutnamandtheothermembersoftheHistoricCommitteewerebusyduring 1999adding to Rollinsford's historic heritage by developing the newSalmon Falls Parkatthe site ofthe former Portsmouth-Conway Railroad Freight Station off Front Street All contributors and volunteers who worked onthis projectdeserve atip of the hatand abig thankyou forajobwell done. TheTowncompletedover$120,000ofroadimprovementsonBaerRoad,ProspectStreet,Locust Street, Pine Streetand Spruce Streetduring the summer. This summerthe State Highway will begin construction of the new, state of the art, overpass bridge. The construction of a new Main Street sidewalkandstormdrainsystemfromSilverStreettoMechanicStreetwillalsobeconstructed in2000 or2001 in conjunctionwiththebridge project. ThefirstphaseoftheTownHallRenovationproject,whichfinallystartedinSeptember,shouldbe completedbyearlyMarch.Thisprojecthasputarealsqueezeonthebudgetedfunds,becauseofhigh construction costs related to the booming construction economy in the Seacoast area. The 2000 Budget includes a request for an additional $25,000 to finance completion of the Police Station addition, andthe parking lotentrance. The proposed interiorelevatorhad to beeliminated because therewas notadequatespacetocomplywithcode requirements.Therevised plancallsforaliftfrom the parking lottothe main floor level and astair liftforthe handicapped tothe second floor. The municipal parking lotwill beconstructed inthesummerof 2000aftertheyellowapartmenthouse is demolished. The proposed municipal budgetfor 2000 calls for budget appropriations of $1,109,616.92. Capital Fund requeststotal $234,130and operatingfundtotals$875,486.92.The proposed budget represents an increase of $25,565.92. This increase is primary due to increases in four operating budget items: transfer station ($14,981), fire department radio frequency change ($6,600), and increases in energy costs and salaries. The combination of the $25,565.44 increase in proposed appropriations and an estimated $63,518 decrease in revenues will increasethe municipal tax rate about80cents.Departmentalrequestsforanewfiretruck,emergencytownhallgenerator,abackhoe, andradarspeedsignwerenotrecommendedbytheSelectmenandBudgetCommittee.Thefiretruckand generatorwill be priority items in the 2001 capital budget. TheTaxCollectorreceivedfewifanycomplaintsaboutthetaxratereductionof$6.65per$1000 ofvaluationin 1999.About$4.28ofthisreductionwastheresultof$481,000receivedfromtheState forschool support The remaining decline of $2.37 was due to a school surplus and lowercapital expendituresattheschool,andaslightdeclineinthemunicipalandcountytaxrates.Thebadnewsis thatthisyear's proposed school budgetmay resultin atax increase of$2.25 in addition tothe 80 centsexpectedinthemunicipalrate.Thecountyratewillprobablydeclineafewcentsbecause, (1)total countytaxesrequiredwillnotincreaseand, (2) Rollinsford'sproportionofthecountytaxwilldecline slightly because of slowergrowth in Rollinsford's propertyvaluesthan in the overall county. OurrecenteffortstoimprovetheinfrastructureinRollinsfordisnowbeingreflectedinimproved roads, sidewalks, and a renovated town hall. The town has been able to accomplish these improve- mentswhile holding municipaltax rates atreasonable levels. Looking forward overthe nextten years, one can identify several infrastructure itemsthatwill require careful planning and budgetcrafting. The continued renovation ofthe town's roads call for improvementonClement, SiigoandGeneralJohn Sullivan Way inthenextfiveyears.Theentirestorm drain and surface drainage system must be upgraded and improved to comply with new federal regulationsthatwillsoon bemandated.The2000budgetcallsfor$2000tomatch grantmoneyfrom thecoastalzonemanagementprogramforastudyofouringroundandsurfacedrainagesystems.The findingsofthis studywill provide uswith information needed toestablish future construction priori- ties. Oncethisdataison hand, itcan be usedtosupportfuture grantrequestsfordrainage projects and to establish upgrade priorities. Inadditiontoanewfiretruck,theTownmustconsideranewhighwaytruckinthenextthreeyears and a replacementfrontend loaderin afewyears. Within ten years, the construction ofa newtown highwayshed nearthetransferstationshould beconsidered. Likewise,anaddition tothefirestation remainsagoalof theFireDepartment. TheTown mustalsostartthinkingabouttheneedforapart-timeassistantadministratorforthe municipalgovernment.ThetimedemandsonSelectmenandothervolunteertownofficialscontinueto grow. Growth pressuresin theseacoastareasignal the needto reassessourplanningordinancesand looktoassurethatgrowthwill bebeneficial fortheTown. Thefinalsolutionfortheeducationalcrisiswilldeterminewhatpressurefuturegrowth placeson property taxes. Hopefully, the elderly will be able to continue to afford to live in their homes in Rollinsford. Astheaverage ageof population continuesto rise, the health and housing needsofthe elderlywill demand more consideration in local governmentservice decisions. If localmunicipalgovernmentisto respondtotheaboveinfrastructureandserviceneeds, local residents muststepfonvardto providethe ideas and leadership requiredto keep local participatory democracyavitalformofgovernment.Therefore,theSelectmenstronglyencouragenewresidentsand youngerresidentswhoarenotactivelyinlocalgovernmenttogivesometimetoshaping Rollinsford's futureasavolunteerparticipant. Communicateyourvolunteerinterestviatelephone, mail,e-mail,fax orpersonalvisittotheTown Hall. Even if you can'tfind timetovolunteerthisyear, we hopeyouwill visitthe renovatedTown Hall afterthe policeand municipal administration returnstothe building in mid-March. Finally,theSelectmenextendtheirappreciationtotown employeesandvolunteersforajobwell done during 1999. The understanding and interestexpressed by many of Rollinsford's citizens are appreciated by town employees and municipal officials.
