Susan Clay won over Selectman Darlene Goodin for the Republican nomination. March Republican Susan Clay defeated Democrat Fred Foote for the seat in the General Court left vacant by the death of Representative Roland Sallada. May New Boston's oldest citizen, Helen Christiansen, died and in June Charles Gould was presented the Boston Post Cane by Selectmen as being the next oldest citizen. Planning Coordinator Claire Dodge was awarded the honor of Citizen Planner of the Year by the N.H. Office of State Planning. RoadAgent Lee Murray was named as a Master Road Scholarby the N.H. Depart- ment ofTransportation and the U.N.H. Technology Transfer Center. June The Highway Department began to fix drainage and re-pave Meetinghouse Hill Road. Work lasted until early September. July A Lyndeborough Road Bridge was closed for itwas unsafe fortraffic. bailey bridge was later installed. MartiWolfand PattiArmstrongvolunteeredto take overpublishing the BetterTimes. September Construction on the Old Coach Road ballfield expansion project began by Recre- ation Department volunteers. October 20-21 Flood waters washed out the Parker Mill Dam and did damage to many country roads. Many townspeople volunteered their time to help place sand bags along the bank of the Whipple Free Library. November Selectman Mike Pimenta handed in his resignation effective in March 1997. Polls will be opened at 7 o'clock in the forenoon to take upArticles 1 through 8. Polls will close at 7 o'clock in the evening. The balance of the warrant will be taken up and voted upon at 10 o'clock in the forenoon on Saturday the fifteenth day ofMarch at the New Boston Central School. Article 1. To Choose all necessary officers for the ensuing year. Article 2: Shall we adopt the provisions ofRSA40:13 to allow official ballot voting on all issues before the Town government in New Boston? (This article, commonly referred to as "Senate Bill #2, " would change the traditional and cur- rentform ofTown Meeting in which all issues are deliberated on and voted on at the same meeting, and require a separate date for the deliberative session to be followed by a subsequent date for official ballot voting on all issues before the Town.) (By Petition) (3/5 vote required). Article 3. Do you approve ofhaving 2 sessions for the annual town meeting in this town, the first session for choice of town officers elected by an official ballot and other action required to be inserted on said official ballot and the second session, on a date set by the selectmen, for transaction ofother business per RSA 39:2-a? (Passage ofthis article will continue the current process ofholding the traditionalform ofTown Meeting with electionfor officers on the second Tuesday ofMarch, and the businessportion ofTown Meeting held on the Saturday (or on another subsequent date as determined by the Selectmen) following the second Tuesday as has been thepractice in NewBoston since 1993. Defeat ofthis article will return the business portion of Town Meeting to the evening of the second Tuesday ofMarch.) (Majority vote required). Article 4: Shall we modify the elderly exemptions from property tax in the Town of New Boston, based on assessed value, for qualified taxpayers, to be as follows: for a person 65 years of age up to 75 years, $10,000.00; for a person 75 years of age up to 80 years, $15,000.00; for a person 80 years of age or older $20,000.00. To qualify, the person must have been a New Hampshire resident for at least 5 years, own the real estate individually or jointly, or if the real estate is owned by such person's spouse, they must have been married for at least 5 years. In addition, the taxpayermust have a net income ofnot more than $19,000.00 or, if married, a combined net income ofless than $27,000.00; and own net assets not in excess of $60,000.00.
