' :‘ .'•S<1^ J SELECTMEN’S REPORT During the past calendar year of 1992 the Board has seen requests for affordable housing, being Windsor Village and Centre Place, and the Board has aquainted itself with the rules, regulations and statutes created by the Massachusetts General Legislature on this matter, in conjunction with the Planning Board. The Board dealt with a CMR by the State Fire Marshall’s Office dealing with storage of flammable fluids, and the licensing of said properties, and starting with a list of 54 properties, all have been resolved except for the last 4 which should be resolved within this coming year. The resolve of the 50 properties was verification of hearings for licensing and certificates of storage. The Board dealt with the transfer of the Social Day Care of the Council on Aging from Middleborough Elderly Services, Inc. to the Town, not without some discussion, but with an amicable resolve. The Board dealt with a default of our contract with SEM ASS, and entered into a side agreement to limit this from occurring in the future. Also, in the process, the Board has increased its working relationship with the SEMASS operation. The Board signed a Septic Agreement with the Town of Lakeville for disposal of septic at the Middleborough Wastewater Treatment Plant. This occurred when Lakeville was required by State D.E.P. to close its lagoons. Actively, we are involved in a Landfill Closure Plan and new cell opening to continue the landfill in the Town of Middleborough with the technology of the 21st century. The permanent Recycling Center was established at the Brook Street Landfill and showed an active involment of Town residents. The Board was somewhat occupied with a recall attempt to remove three member after an unfavorable decision by the Board not to support Conservation Commission appointments of the Town Manager. The recall attempt was not successful. The Board dealt with the Assowompsett Pond M.O.U. Agreement to involve the towns of Middleborough, Lakeville, Rochester and Freetown, and the cities of New Bedford and Taunton, in an agreement to protect the waters of the Assawompsett Pond Complex. To date, the cities of New Bedford and Taunton have withdrawn from this, and the town of Lakeville is still considering its position. The Board, in conjunction with the Housing Authority, jointly sponsored an Open Meeting Law Seminar for Town officials and residents as to the requirements of public meetings. The Board worked on, and implemented, some regulations for rent control in the town of Middleborough for trailer parks. During this year quarterly meetings of Town boards were started. Self-insurance of workmen’s compensation by the Town was activated. 1992 brought the retirement of a long-term employee, Stuart T. Peak, Jr., Water Superintendent. Stuart will be missed, but still plays an active role in water issues in the community. The Board saw the dedication of the new Public Library expansion and renovations. The Board worked on trash collection regulations and the Earth Removal By-law re-write that was approved by Town Meeting. A Water Rate Study review was instituted. A Small Cities Grant application for downtown revitalization was submitted and the Town Meeting approved the acquisition, by donation, of the present Plymouth Savings Bank at the comer of Main and Centre Streets to initially be used for the Town Treasurer/Collector and Town Clerk/Accountant offices, with the second floor being eyed for future movement of Town offices. The third floor may be used for future potential rental. The Board wishes to thank the other Boards, Commisions and committees that worked with us during the course of this year to accomplish our goals and objectives for the betterment of the Town of Middleborough, and to the residents, who participated through the meeting and public hearing process. Although some went away dissatisfied because their position did not prevail, we request that they still show the interest that they showed throughout the year because on the next issue, their position may be the prevailing decision.
