There are many citizens here in Greenfield who have risen to the needs of the Town far beyond the call of duty; they are the pillars of this community, each and every volunteer. May we take time also, to remember our beloved Marjorie Aiken, who passed away last March. SELECTMEN'S REPORT As has been common to other towns in the area/ Greenfield has seen little residential growth during the past year. Forty building permits have been issued; only five of which were housing starts- The majority of the remaining permits were for renovations and additions to existing homes. 1991 was a memorable year in the history of Greenfield; we celebrated our 200th anniversary. The Bicentennial Committee is to be commended for the many and varied activities throughout the entire year. We offer our thanks for a job well done. The replacement and repair of the cemetery fence was started last fall and it is much improved. Our thanks goes out to the Fence Committee and the Greenfield Sportsmen's Club, and we are looking forward to its completion during the coming year. Michael Sparling was elected to the Board of Selectmen for a three year term. Richard Weston was reappointed as Superintendent of Public Works and Brian Giammarino was reappointed as Police / Chief. Irene Russell was appointed to the Office of Town Treasurer to fill the unexpired term of Dorothy Hilton. It was with regret that we accepted the resignation of our Police Chief, Brian Giammarino, late in the year. As a result of a search and inter- views, we appointed Gary Gagnon to the position. We wish to thank the selection committee for their diligent efforts. Much of this Board's efforts was devoted to tax matters this past year. As was reported in our 1990 report, the entire town was reassessed resulting in a much larger tax base. Many tax payers did not realize that all of the land values have increased equally for all property owners and have appealed for tax abatements. Most of the tax payers saw little or no change in their tax bill because of the decreased rate which resulted from the increased tax base. In addition to the tax abatement requests, there was a large increase in Current Use applications. The granting of Current Use assessment has resulted in a reduced tax base and has added to our tax receipt short-fall. In October of last year, the Town gathered to show its appre- ciation to the Fire Department and the Rescue Squad for their dedi- cation and unselfish giving of themselves. It is, at such times, that one appreciates that a town functions on the works of a large number of volunteer workers; Greenfield is blessed with many. The Board of Selectmen wishes to take this opportunity to thank the many people who volunteer many hours to the Town by serving on the Fire Department; the Rescue Squad; the Planning and Zoning Boards; the Budget, Fairgrounds, Recreation and Picket Fence Committees; Conservation Commission; Trustees of Trust Funds and Library. We also thank all of our elected and appointed officials as well as volunteers The Playground Committee disbanded at the end of the year. They are to be commended for the excellent playground that they established at no cost to the town. We appointed a committee with a mandate to study Greenfield's law enforcement needs. This was done in response to the concern of several citizens. This Board hired an architect to generate a design for provid- ing handicapped access to the Meeting House. Those present at the hearing showed approval, and we let the plans out for competitive bid. The results of the bids returned indicated that the Town had not appropriated sufficient funds. It is imperative that we do this as quickly as possible and that we also include the Library and the Town Offices. Respectfully submitted, Sharon A. Gordon Robert V. Smith Michael A.
