Thank you Marie for your dedication and service to our community. —1— GENERAL INFORMATION ABOUT YOUR TOWN TheTown ofGoffstownwasnamedforColonelJohnGoffe, anearlysettler, soldier and civic leader. Goffstown is located in Hillsborough County, nine mileswest ofthe Cityof Manchester on NH Route 114, north of Bedford on Route 114; east of New Boston on Route 13; south ofWeare on Route 114. It issixteen milestoCon- cord, the state capital. Thetown has a population of approximately 14,949 (Planning Dept.), and occupies approximately 37 square miles. Goffstown was incorporated in 1761 and is governed by a Board ofthree Selectmen. Legislativepolicy,includingpassageoftheTown Budget,isdeter- mined by the annual Town Meeting. The town provides a full array of governmental services, library and recreational services. The Board ofSelectmen meetsevery Mondayafternoon at3:30 p.m. atthe Town Hall, 16 Main Street, where the Town offices are located. Town office hours are 8:30 a.m. to 4:30 p.m. Monday, Tuesday, and Friday, 8:30 a.m. to noon on Wednesday and 8:30 a.m. to 6:00 p.m. on Thursday. Voterregistrationqualifications- must be 18yearsofageand acitizen and residentofGoffstown;voterregistrationwithSupervisorsoftheChecklistand Town Clerk. New registrations accepted up to ten days prior to elections. Absentee ballotsareavailableforqualified votersatTown and Stateprimary and general elections. DoglicensesexpireonApril30ofeachyear.Adogmustbelicensedatthree months; rabies certificate required. Fees are $7.00 for unneutered animals; $4.50 if neutered. A penalty of $1.00 per month is assessed as of June 1. Licenses are available atthe Town Clerk's office. Automobile registration is renewable in birth monthto residents. Resident tax receiptsare no longer required, sincetheTown hasvoted to discontinue thistax. Auto renewal decalsareavailableto N.H. residentsforan additional fee of $2.50. Goffstown collects property taxes semi-annually. The first payment is due July 1; second payment due December 1 at the Tax Collector's Office. Property is assessed as of April 1 - the tax rate for 1990 was $19.82 per thousand. A town zoning ordinance controls land uses in Commercial, Industrial, Residential, Agricultural, Flood Plain and Conservancy Open Space Zones. Fire permits are issued at Fire Stations and must be picked up in person between 7:30 a.m. and 5:00 p.m. TheGoffstown Police Department islocated on Route 114acrossfromthe Hillsborough County complex and adjacent to the County Nursing Home. —2— The Public Works Department is located at the end of Depot Street in Goffstown Village. Rubbish pickup is once a week; schedules available at Town Hall. Sanitary landfill is located off Laurier Street in Pinardville, open 8 a.m. to 5 p.m. except Sundays and holidays. Dump stickers are required; availableatTown Clerk's office. Days, hours, and fees are subjecttochange. The Parksand Recreation Departmentison Mast Road. Goffstown boasts two supervised playgroundswith excellent programs; two public swimming pools, sixpublictenniscourts;athleticfieldsand anoutdooriceskatingarea; with supervised year round programs for youth and adults. The Goffstown Public Library is located on the corner of High Street and MastRoad;andisopenfrom 10:00a.m.to8:00p.m.on MondayandWednes- day; 10:00a.m.to6:00p.m.onTuesday,Thursdayand Friday.and 10:00a.m. to3:00 p.m. onSaturday. Duringthewinter monthsofJanuary, Februaryand March,thelibraryisopenonSundaysfrom noonto2:00p.m.,withvolunteers performing staffing duties. The Goffstown School District is governed by an elected nine member School board; its budgetisdetermined bytheannualSchool Districtmeeting. The public schools consist of two elementary schools, grades 1-4; onemiddleschool,grades5and6;GoffstownJr.andSr. HighSchool,grades 7-12. Inthefield ofSolidWaste,wefeelthereisaconsensusamongtheBoard of Selectmen, Solid Waste Commission and Recycling Committee on the direction for handling solid waste and recycling. A joint report from the respective Chairmen follows this report. We look forward to making con- tinued progress on this issue in 1991. Congratulations to all of you for your participation in the curbside re- cycling program in 1990. The participation rate is excellent. 1991 should provide for more materials and tonnage to be recycled out of our waste stream. In 1990wealsoapproveda1 yearextensiontothenon-exclusivecable TV contract. We thank the committee for their efforts in this matter. The Henry Bridge Road relocation project progressedwiththecomple- tion ofasurveyand obtainingthe land fromtheCounty. This relocationwill provide for a safer accessto and from Mast Road. Wethank all those who have worked tirelessly on this issue. WecontinuetoworkwiththePoliceDepartmentintheirefforttoachieve accreditation. We also hired a newTown Administrator, Eric Meserve, who brings manyyears ofexperiencetothe position. Wethank Michael Parda, former Administrative Assistant for all his efforts over the last 2y2 years. TheBoard ofSelectmenwiththeDepartmentheadshaveinitiated some streamlining of procedures, amending ofthe personnel plan and held the linewith nonewpositionsfor1991 Withthecostoflivingindexat5%,weare . pleased to develop a budget with less than a 5% increase for 1991. Our action, despiteveryhigh increases in insurance rates, retirementratesand increased demand forservice, could not have been accomplished without the assistance of our Department Heads. We hosted 10 students from Kunitachi, Japan this past summer. This program has broadened our horizons and has been beneficial to all of those involved. You'll notice the Town Clock on the Town Hall tower has been repaired and isfeatured onthecoveroftheTown Report.We prayforthesafereturn ofall our militarypersonnelfromthe Persian Gulf. Ourheartsandthoughts are with our fellow Selectman, Paul Smith, who is presently serving in the Persian Gulf. Finally, wegratefullyacknowledgetheeffortsofall ofyou whoserveon thevariousCommittees, Commissions, Boardsand Councils.Withoutyour efforts and the support of our citizens, we could not accomplish the goals and objectives on behalf of the Town of Goffstown.
