Town of Hillsborough ANNUAL REPORTS For The Year Ended December 1990 31, JOSEPH W. COOPER JOSEPH W. COOPER Joseph "Joe" Cooper retired to Hillsborough in 1959 from a 41-year government career in the U.S.Post Office. He retired as assistant postmaster from the Middleboro, Massachusetts, Post Office. After several years search he and his wife, Bobbie, had found their dream retirement farm home on Cooledge Road, the former Cooledge Homestead. Soon after they settled in Hillsborough Joe came out of retirement to become Clerk of the Hillsborough Board of Selectmen. That marked the beginning of many years of civic service forJoe Cooper. He was elected to the post of Selectman, ajob he kept forsix years, served as the Clerk of Hillsborough District Court during the 1970's for six years, and spent several years as a member and Chairman of the Hillsborough Zoning Board of Adjustment, retiring in 1987. He worked hard and long with the State's Council on Aging, Advocacy Committee, andwas the main driving force in gettingMeals on Wheels started in Greenville, and in raising financing for a van to transport the elderly and handicapped people of Hillsborough, with the volunteerism or the Hillsborough's Junior Chamber of Commerce and Wyman's Chevrolet, the Hillsborough van became a reality. He was instrumental in initiating many other elderly projects, from providingemergencytelephone access to thebedridden to obtainingfunds for rural area programs. In 1984 Gov. John Sununu presented the prestigious Joseph D. Vaughn Award for outstanding volunteer service to Joe Cooper in recognition of his efforts. Joe also worked hard in the Hillsborough Historical Society. During his two terms as President, the Society retrieved the town's jurisdiction of the President Franklin Pierce Homestead from the state which not only had neglected the building maintenance, but had also removed some of its treasures to exhibit at Strawberry Banke, Portsmouth. Under Cooper's leadership the Manse thrived, the membership doubled andguided toursandfree lectureswere started, attractinghundredsofvisitors and thousands of donated dollars. Today the Manse is one of Hillsborough's most outstanding landmarks. Although Joe intended in 1987 to "retire" again, he is presently a member of the Board of Directors of the Hillsborough Concerned Citizens Group, an organization dedicated to "preserve, enhance and advance the unique quality of the Town of Hillsborough". Many times Joe has said he never expected to be met in his retirement by such warm and dedicated people as those in Hillsborough. He says being asked to serve enriched his retirementyears and made them "very rewarding". Joecelebrated his91stbirthdayDecember7, 1990. Heand hiswife, Bobbie, marked their 61st wedding anniversary February 23rd. You can usually find them at their farmhouse where Joe enjoys being a full time gardener. Hansen - Selectman Ex-Officio 1990 SELECTMEN'S REPORT 1990 was anothereventful year for the Town ofHillsborough. On August 31, 1990 the PenacookIncinerator (the Concord Regional Solid Waste Resource Recovery Cooperative) completed its first year of operation. Each member town commits to a Guaranteed Annual Tonnage (GAT) of solid waste to We deliverto theincinerator. arepleased toreport thatHillsborough estimated its GAT almost perfectly. The Town delivered its GAT plus a few more tons. Progress in closing the landfill continued with the awarding of the hydrogeologic study contract to the firm of Weston & Sampson Inc./Eagle Engineering, Inc. Once this study is complete and approved by the State, engineering for the closure of the landfill will begin. This past year also saw the formation of a Recycling Committee that has developed preliminaryplans toeducate residentson recyclingand putin place an actual recycling program. The Water and Sewer Commissioners completed improvements to the water system that are designed to make the water clearer and tastier. In addition, chemicals tocontrolcorrosion areadded automaticallybya metering system. During the latter part of the year, the State DOT notified us that they had asked for bids to repair the Old Contoocook Falls Bridge. Residents will be asked to vote at Town Meeting to release the amount previously raised and appropriated so that rehabilitation can be completed during 1991. Due to the foresight of the voters in approving the amount requested, the Town was able to resurface 6500 feet of Bog Road in 1990, and we hope to continue road reconstruction projects over the next several years. We saw other areas of improvement in Town during 1990. The Franklin Pierce Homestead received a new roof and a paint job provided by the State DepartmentofResourcesandEconomicDevelopment. Theadditionsofflower boxes in Butler Parkaswell as on the sidewalks ofthesquare were contributed by the Hillsborough Chamber of Commerce. Due to the generosity of the ValleyBank, the Bankof New Hampshire, GTE Sylvania and Hatfield, Moran and Barry, ten new stylish electric light poles were installed in and around the square. MamakatingElectriccontributed the labornecessarytoaccomplish the actual hook up of these street lights. During the year Richard Withington had theschool house in Hillsborough Centre paintedanda new roofinstalled at his expense. The Town is grateful for this splendid donation. The Town is truly grateful for all these generous donations during the year. The Board wishes to note that many other events not mentioned above were performed and carried out by the many individual volunteers who gave freely of their time by servingon the many Town boards and committees. Morse Board ofSelectmen State of New Hampshire TOWN WARRANT To the Inhabitants ofthe Town ofHillsborough, CountyofHillsborough in said State, qualified to vote in Town affairs: You are hereby notified to meet in the Hillsborough-Deering Middle SchoolAuditoriuminsaid TownonTuesday, thetwelfthdayofMarch, next, at ten o'clock in the forenoon. Balloting on Article one, election of officers and Article two, proposed changes to the Hillsborough Zoning Ordinance, will take place between ten o'clock in the forenoon and seven o'clock in the afternoon. Articles three through twenty will be taken up at 7:30 P.M. Article 1. Tochoose oneSelectman forthree years; TownTreasurer forone year; Trustee of Trust Funds for three years; Supervisor of the Checklist for three years; Trustee of the Fuller Public Library for three years; Water and Sewer Commissioner for three years and all other necessary Town Officers or agents for the ensuing year. (To Be Voted On By The Official Ballot) Article 2. To see if the Town will vote to adopt Zoning Ordinance AmendmentNo. 1, as proposedbythe PlanningBoard and AmendmentNo. 2, as proposed by the petition of twenty-five or more registered voters, as follows: Zoning Amendment No. 1. I. Add a new section 229-11 to the General Provisions of the Hillsborough Zoning Ordinance, as follows: Section 229-11 Outdoor Sales. FleaMarkets, yard sales andothersimilartypes ofoutdoorsales shall not be conducted for more than three (3) consecutive days, after which all evidence of sale and merchandise shall be removed. Such sales shall not exceed a total of five (5) days in any fourteen (14) day period. II. Add the following new definitions to Section 229-6: FLEA MARKET: An outdoor sale at which new or secondhand articles are sold. YARD SALE An outdoor sale of new or secondhand articles held on : aresidentialpremisesbytheowner(s) ofthepremisesorbytheowner and his neighbors. Zoning Amendment No. 2 Add the following to section 229-59. Building Permits, Subsection A: Notwithstanding any provision herein to the contrary, no permit shall be required for any construction if the reasonable cost to complete such activity shall be One Thousand Dollars ($ 1,000.00 ) or less. NOTE: The Planning Board recommends disapproval of this amendment. (To Be Voted On By The Official Ballot) Article 3. To hear the reports of the Town Officers, Auditors, Agents, Committees or other officers heretofore chosen or appointed; or to take any other action in relation thereto. Article 4. To see if the Town will vote to raise and appropriate the sum of One Hundred and Twelve Thousand Seven Hundred and Sixty Dollars ($ 112,760.00) for the purpose of reconstructing Depot Street, Preston Street from Henniker Street to Depot Street, Whittemore Street and Brown Street; or to take any other action in relation thereto. Article 5. To see if the Town will vote to raise and appropriate the sum of Seventy Thousand Dollars ($ 70,000.00) for the purpose of purchasing a new ten - wheel dump truck and equipment for the Highway Department to be raised by the issuance of notes not to exceed Seventy Thousand Dollars ($ 70,000.00) under and in compliance with the provisions of the Municipal Finance Act (N.H. RSA 33:1 et seq., as amended) and to authorize the Selectmen to issue and negotiate such notes and determine the rate of interest thereon and to take such other actions as may be necessary to effect the issuance, negotiation, sale and delivery ofsuch notes as shall be in the interest of the Town of Hillsborough; or take any other action in relation thereto. Article 6. To see if the Town will vote to raise and appropriate the sum of Ten Thousand Dollars ($ 10,000.00 ) for the purchase of a new or used vehicle for the Fire Chief; or take any other action in relation thereto. Article 7. To see if the Town will vote to raise and appropriate such sums of money as may be necessary for the operating expenses of the Town including General Government, Public Safety, Highways, Streets and Bridges, Sanitation, Health, Welfare, Culture and Recreation, Debt Service, Operating Transfers Out and all other current expenses of the Town; or to take any other action in relation thereto. Article8. To see ifthe Town will vote, pursuant to RSA 35:15, towithdraw the sum of Thirty-five Thousand Five Hundred Dollars ($ 35,500.00) plus interest from the Bridge Reconstruction Capital Reserve Fund to pay the Town's share of the cost, under the State Bridge Aid program, of reconstructing Bridge # 171/064 which carries the Old Contoocook Falls Road over the Contoocook River; or take any other action in relation thereto. Article 9. To see if the Town will vote to appropriate and authorize the withdrawal of Two Hundred and Eight Thousand Four Hundred and
