Woods - 1995 . . 1994 SELECTMEN'S REPORT As 1994 began the Selectmen felt that the most important business that would be facing us was the proposed bypass and it's impact on the residents of Hillsborough. We were determined to force a final resolution to this problem. After countless meetings, polls, committees and projections we seemed no closer to a bypass than we were ten years ago. Many individuals and organizations worked diligently with us and it appears that the lengthy bureaucratic process has ended and the last steps are about to begin. As of this writing property acquisition will take place in 1995 and actual construction should begin in 1998 with a completion date of 2000 or 2001. We also found ourselves forced into building a sand filtration plant at Loon Pond plus new water lines between the pond and the reservoir on Bible Hill and the installation of water meters on the user's property. The State was enforcing the Safe Drinking Water Act Section 1412 and planned to fine the Town $25,000 per day if we failed to comply. Despite the fact that Loon Pond is a clean and safe water supply we had to ask the Town to approve a three million dollar bond for that purpose. The Town Meeting approved the bond although there was and is a resentment of big inefficient government exercising its infinite wisdom in forcing unfunded mandates onto the backs of taxpayers in these difficult times. The Water Commissioners will report on the progress they are making We had hoped that a general reassessment of the Town would be done in 1994 but the State will actually start in February of 1995. This will result in all properties being assessed at 100% of fair market value. A few homeowners will experience an increase for improvements to their property and some will see a decrease. Some property will be added to the tax base when buildings which were built without proper permits or inventory reports are discovered by the assessors The Town was awarded a $500,000 Community Development Block Grant for the construction of a Community Center to benefit all of the citizens of Hillsborough. A grant coordinator was selected and the architectural bid has been awarded. The release of the funding by the Federal Government is anticipated in 1995 and this exciting project will be underway as soon as possible. This grant effectively replaces the proposed YMCA due to an inability to secure the large amount of required money for that venture. The reconstruction of town roads was more successful than we had believed it could be. Without the expenditure of additional money Bill Goss and the Highway Department were able to complete planned work on the designated streets and also made significant repairs on the Windsor Road. Selectmen were aware that the Windsor Road needed improvement but, due to budgetary constraints, did not expect to accomplish that project in 1994. We were able to upgrade town equipment by the lease-purchase of a Caterpillar loader for the highway department. At the same time we traded in an old loader from the landfill and transferred a highway loader to the landfill where the demands on the equipment are not as heavy as they are in road work. A new cruiser was approved for the Police Department. However, it is our intention to stop the practice of buying a cruiser every year and buy one every one and half years. Every third year we will not ask you for a vehicle starting in 1996. After a two year freeze on wage increases we asked you to approve pay raises for town employees. The average increase was 4.19% and the Town Meeting supported our request. Your Selectmen were happy to announce in October that the Town portion of the tax rate declined by a few cents. We felt that we had accomplished that task which was expected of us by the voters of the Town. The operating budget which we are suggesting for 1995 would insure that our part of the tax rate will again remain stable. This would not have been possible if we had not received the support of the residents of Hillsborough and we thank you for the encouragement and input that you have given us. Greg Maine Board of Selectmen state of New Hampshire TOWN WARRANT To the Inhabitants of the Town of Hillsborough^ County of Hillsborough In said State, qualified to vote In Town affairs: You are hereby notified to meet in the Hillsboro-Deering Middle School Auditorium in said Town on Tuesday, the fourteenth day of March, next, at ten o'clock in the forenoon. Balloting on Article one, election of officers, and Article two, will take place between ten o'clock in the forenoon and seven o'clock in the afternoon. Articles three through thirteen will be taken up at 7:30 P.M. Article 1. To choose one Selectman for three years; Town Treasurer for one year; Trustee of Trust Funds for three years; Trustee of the Fuller Public Library for three years; Water and Sewer Commissioner for three years; Two Planning Board members for three years; One Cemetery Trustee for one year; One Cemetery Trustee for two years; One Cemetery Trustee for three years; and all other necessary Town Officers or agents for the ensuing year. (To Be Voted On By The Official Ballot) Article 2. Shall we adopt optional adjusted elderly exemptions from property tax? The optional exemptions, based on assessed value, for qualified taxpayers shall be as follows: for a person 65 years of age up to 75 years, $14,700; for a person 75 years of age up to 80 years, $22,000; for a person 80 years of age or older, $29,400. To qualify, the person must have been a New Hampshire resident for at least 5 years; own the real estate individually or jointly, or if the real estate is owned by his spouse, they must have been married for at least 5 years. In addition, the taxpayer must have a net income of not more than $10,000 or, if married, a combined net income of less than
