The new town hall complex is nearly finished. Only a few things need to be done to complete the project. All who participated can congratulate themselves on a job well done. Our participation in the Lower Mount Washington Valley Solid Waste District has kept our expenses down at the dump. The selectman are actively working with Eaton and Conway to keep this facility cost effective. The complete reevaluation of the town will begin this year and be concluded by next year. This will keep us current with the State requirements and result in a more equalized COD (Coefficient of Dispersion). This means that similar homes and businesses in similar neighborhoods will be paying similar tax rates. It may be interesting to note that while the cost for running the school has risen consistently over the last three years, the cost of running the town has actually dropped. This has resulted in another drop in the tax rate this year. The Selectmen would like to especially thank our town secretary, Sylvia llcCormack, for all the work she has done for the town this year. She has managed an ever increasing workload with efficiency and patience. The Selectmen would also like to thank Ed McKenzie for all his contributions and many hours spent in the town's behalf. As town auditor, he has had to deal with increased reporting requirements to the State. It is good to see more people running for offices in the town this year, but there are still positions which need volunteers to fill them. If anyone can spare some time, please see the Selectmen. Thanks to all the volunteers and committees for their help in running the town this year. Your contributions make the town of Albany one of the best to live in. Jonathan Hively Stanley Tabor Thomas Barbour ALBANY TOWN WARRANT 1993 To the inhabitants of the Town of Albany, County of Carroll, State of New Hampshire, qualified to vote in Town affairs: You are hereby notified to meet at the Town Hall in Albany, New Hampshire, on Tuesday, the 9th of March, 1993 at 10 O'clock in the forenoon to act upon the following subjects hereinafter set forth. Voting on Article 1 and Article 2 will be by official ballot and the polls shall be open for balloting at 10 o'clock in the forenoon or as soon thereafter as the Moderator calls the meeting to order and declares a quorum present and shall not close before 6 o'clock in the evening. The remaining articles of the warrant shall be acted upon at 7i 30 o'clock in the evening or at the closing of the polls if the meeting shall vote to keep the polls open to a later hour. Article 1. To elect all necessary officers. Article 2. To see whether or not the town will vote to adopt Amendment No.l as proposed and recommended by the Planning Board for the Town Zoning Ordinance by adding thereto a Floodplain Development section. Article 3. To see whether or not the Town will vote to adopt Amendment No. 2 as proposed and recommended by the Planning Board for the Town Zoning Ordinance by adding thereto a River Conservation District section. Article 4. To see if the town will raise and appropriate the following sums of money for the following purposes. Town Officers Salaries S 22,300.00 Town Officers Expenses 34,400.00 Election and Registration 600.00 Cemeteries 900.00 Animal Control 800.00 Government Buildings 6,900.00 Social Services 6,000.00 Reappraisal of Property 4,500.00 Planning & Zoning 1,255.00 Legal Expenses 2,500.00 Culture & Recreation 3,940.00 Contingencies 5,000.00 Regional Associations 1,300.00 Fire/Rescue/Ambulance 28,400.00 Emergency Management (CD) 1.00 Highways 76,500.00 Solid Waste Disposal 39,000.00 Welfare 7,000.00 Interest on Temp Loan 6,000.00 Insurance 8,200.00 $255,496.00 Article 5. To see if the Town will vote to raise and appropriate the sum of $1,000.00 for an emergency radio for Bear Notch residents, for fire and police protection. Article 6. To see if the Town will vote to allow the Selectmen to borrow money in anticipation of taxes from March 1993 to March Town Meeting 1994. Article 7. To see if the Town will vote to raise and appropriate the sum of $15,000 to be used to start the re- appraisal this year. Article 8. To see if the Town will vote to raise and appropriate the sum of $500.00 to purchase a new typewriter for the Town Clerk/Tax Collector's office. Article 9. To see if the Town will vote to raise and appropriate the sum of $25,000.00 to put into a Capital Reserve Fund for highway reconstruction. Article 10. To see if the Town will vote to allow the Selectmen to bill residents with automatic alarms for the second false alarm and any more false alarms generated during that year. Article 11. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for improvements at the Town Hall. Article 12. To see if the Town will vote to accept the Moats Roads, after improvements thereto, per agreement with Hilco dated 12/31/91, and on receipt of a deed thereto. Article 13. To see if the Town will vote to raise and appropriate the sum of $3,000.00 for the winter maintenance of the Moats Roads. (This amount is based upon 10 storms e $300.00 per storm.) Article 14. To see if the town will vote to bring back a covered bridge committee to try to work out an acceptable agreement between the town and U.S. Forest Service. A committee of five (5) to be appointed by the moderator. (Petition of Willard Croto et.al.) Article 15. To see if the town will vote to raise and appropriate the sum of $960.00 to pay the balance of the Conway Library costs for 1992. Article 16. To see if the Town will vote to authorize the Selectmen on behalf of the Town of Albany, NH to accept gifts and/or Federal or State Aid in the name of Albany, NH, applied for, and to receive and expend them in accordance with the purposes thereof.
