The meetingwas called to orderbyModeratorWillis Kelley at 9:05AM. Timothy Scott asked fora moment ofsilenceinmemoryoftownspeople who passed onin the lastyear and offered a prayer. ModeratorWiUis Kelleyled the Pledge ofAllegiance and one chorus ofGodBlessAmerica. Dee McClave mentioned thatitwasnotoften she gottohonorapersonwhose familyhad a 200yearold historj'in the town. She praised outgoing selectmen Scott Hayes statingthathe always votedin thebestinterest ofthe town. SelectmanRichardBennettannounced thattherewouldbe apublichearingon March 15 at 5pm and a SpecialTown Meetingon March 29 at 7 pm to ratify a procedurallydefectiveArticle 7 from the 2003 Town Meetingregardingthe fire truckbond. Motionswere made, seconded and passed to dispensewith the readingofthe warrantas thiswas goingto be read as each article cameup and also to dispense with the use ofthe checklist except forwritten ballots. ARTICLE 1. To choose all the necessar)^Town Officers forthe ensuingyear. The nightmeetingreceived 163 votes and alternatingmeetings received 157 votes. ARTICLE 2. To seeiftheTown willvote to adoptAmendmentNo.l to amend the Jackson Zoning Ordinance Section 4. DISTRICT& DISTRICT REGUL.\TIONS (Town Wide Regulations onAircraft).Takeoffs and landings of aircraft are prohibited in all zoningdistncts within theTown ofJackson,with exceptions as proposed by theJackson PlanningBoard. This article passedwith 261 Yes and 85 No votes. ARTICLE 3. To see ifthe Townwillvote to adoptAmendmentNo.2 as proposed and recommended by theJackson PlanningBoard to amend theJackson Zoning Ordinance Section 3. DEFINITIONS: onAccessor)'Use and^•Vircraft. (housekeepingchanges necessarj'ifSection 4 regulations are adopted). This article passedwith 243 Yes and 87 No votes. ARTICLE 4. To seeiftheTownwillvote to adoptAmendmentNo. 3 to add Sub SectionB-4 to Section 15: ZONINGBOARD OFADJUSTMENT: relative to equitablewaivers ofdimensional requirements as pursuant to RSA674.33a and recommended by theJackson PlanningBoard. This articlepassedwith242Yes votes and 73 Novotes. Articles #1, #2, #3 and #4werevoted on at the regularpollinghoursbywritten ballot. ARTICLE 5. Voted to modify theElderly Exemption from property taxes as prescribed underRSA-72:39-b (c)as follows: foraperson 65 years ofage andup to 75 years $5000.00, fora person 75 years ofage up to 80years $10,000.00, fora person 80 years ofage or older $20,000. To qualify, the person musthavebeen a NewHampshire resident foratleast 5 years. IncomeLimit: $19,000 Single, $25,000.00 Married, netassets notin access of$50,000.00 (notincluding homestead). ARTICLE 6. Voted to adopt the Disabled VeteransTax Creditunder the provision ofRSA 72:35 of$1400.00. ARTICLE 7. Voted to modify theVeteransTax Creditasprescribed underRSA 72:28 as foUows: the optional $500.00veteran's tax credit shall replace the standard ).00 veteran's tax credit. ARTICLE 8: To see iftheTownwillvote to raise and appropriate the sum of $95,000.00 for thepurchase ofa newHighwayLoader, and to authorize the issuance ofnotmore than $2,000.00 ofbonds ornotesin accordancewith the provisions ofthe Municipal FinanceAct (RSA33) and to authorize the selectmen to issue and negotiate such bonds ornotes and to determine the rate ofinterest thereon; furthermore, to authorize thewithdrawal of$31,000.00 from the Highway LoaderCapital Reserve Fund created for this purpose,with $12,000.00 to be collected from trade. Further to raise and appropriate $19,000.00 for this year's pa3'menton the bond. (2/3 ballotvote reqmred). Selectman Richard Bennett asked that this article be amended. Since thewarrant was printed, the head ofthe PlighwayDepartmenthas received a lowerbid. Tlie amendment should read: To see ifdie Townwillvote to raise and appropriate the sum of$82,000.00 forthe purchase ofa newHighwayLoader, and to authorize the issuance ofnotmore than $39,000.00 ofbonds ornotesin accordancewith the provisions ofthe Municipal FinanceAct (RSA 33) and to authorize the selectmen toissue and negotiate such bonds ornotes and to determine the rate ofinterest thereon: furthermore, to autliorize thewithdrawalof$31,000.00 from the HighwayLoader Capital Reserve Fund created forthis purpose,with $12,000.00 to be collected from trade. Furtherto raise and appropriate $10,650.00 forthis year's paymenton the bond. (2/3 ballotvote reqviired). A voice vote approved tlie amendment. The article passed on awritten ballotas amended with 112Yes votes to 8 Novotes; 120 votes were cast, 80were needed to pass. ARTICLE 9: To see ifthe Townwillvote to raise and appropriate the sum of $125,000.00 for the purchase ofa newHighwayTruck, sanderand dumpbody, and to authorize theissuance ofnot more than $82,000.00 ofbonds ornotes in accordancewith the provisions ofthe Municipal FinanceAct (RSA 33) and to authorize the selectmen to issue and negotiate such bonds ornotes and to determine the rate ofinterest thereon; furthermore, to authorize thewithdrawal of $25,000.00 from the HighwayTruck Capital Reserve created for this purpose,with $18,000.00 to be collected from trade. Further to raise and appropriate $29,000.00 forthis year's payment on the bond. (2/3 ballotrequired). Therewere 116 votes castwith 78 votes needed to pass. This article passedwith 110Yesvotes and 6 No votes on awritten ballot. ARTICLE 10: To raise such sums ofmoney as maybe necessary to defraytown charges and make appropriations ofthe same as set forthin the followingbudget. ModeratorWillis KeUey explained that this article is presentedin a different format this yearat the suggestion ofthe DepartmentofRevenueAdministrationin an attempt to eliminate the numberofwarrantarticles. He explained that each Hne would be discussed and any amendments necessar}^wovild be voted on at the end ofthe discussion. Afterover an hourand a halfdiscussion each line itemwas eventually read. The townspeopleweregreatlyupsetby this change and voiced theiropimon that thiswas not to be repeated. All ofthe followingitems passed without amendments byvoice votes for a total of $1,026,074.00. A. Voted $23,456.00 forTown Officers Salaries. B. Voted $119,245.00 forTown Officers Expenses C. Voted $11.00 forinterestdue on the Gray's Inn Note. D. Voted $265,550.00 forMamtenance ofHighways. E. Voted $64,900.00 forFire Department F. Voted $109,488.00 forPoliceDepartment G. Voted $117,524.00 for SolidWaste Department. H. Voted $21,850.00 forMaintenance ofTownProperty I. Voted $25,000.00 forBuilding Inspections ^^oted $7,800.00 forStreetLighting J. K. Voted $119,853.00 forHealth Insurance forEmployees. Therewas some discussion ofwhetherthe selectmen are examininglowercosts forinsurance. Selectmen ScottHayes felt that therewas a need to continue the coverage forthe loyalworkers ofthe town as theyhavebeen receivingwages less than theprivate sector. Othervoters felt that this is true. Voted $7,000.00 forHydrant Services. S. Voted $2,000.00 forStateAidReconstruction. T. Voted $7,000.00 fortheJacksonPlanningBoard U. Voted $1,000.00 fortheJackson Conservation Commission V.
