Austin Lieutenants JonJohnson Jonathan Glines TammyPhelps Page 6 TOWNOF DANBURY SELECTMEN'S REPORT In August, we were notified by the Office of State Planning that Danbury was awarded$350,000inaCommunityDevelopmentBlockGrant(CDBG)fortherenova- tionandconversionoftheOldBaptistChurchbuildingadjacenttotheTownHall. The DanburyWorkshop;Inc., anonprofitgroup,planstouse50%ofthebuilding'sspace to operate a daycare facility and market the remaining space for a variety of other services,includingindividualrecreation,youthathletics,socialactivities,clinics and an organized program for the elderly. This center would not only provide much needed space for community organizations and functions, but would preserve an importantlocalhistoricallandmark.OurTownisgreatlyindebtedtoLeoZaccariafor histirelesseffortstomakethisprojectpossible. Currently,weareseekingbidstohire an administrator to oversee this veryexcitingbuilding conversion. As authorized at last year's Town Meeting, the Selectmen appointed a five- membercommitteetodeveloparecyclingplanforthetown.TwilaCook,NancyReed, AudreyHudak, AudreyPellegrino, Nancy Buebendorfand Deb Phelps (chair) were appointedtothiscommittee.Thecommitteereportedthatthebestoptionforourtown would be the separahonofpaper and commingled containers. An agreement to sell these items was entered into and the town's acceptance and participation has been excellent. Unfortunately, the market for recyclable materials has collapsed, and it is much more expensive to recycle than our other method of disposal, so we have suspended the recycling program until market conditions improve. Much of the success ofour new recycling programcan also be attributed to Bert Hillsgrove, our Transfer Station attendant. FromMayuntilSeptember,theSelectmen,ourSecretary,ChristiePhelps,andTax Collector,SylviaHill,spentaninordinateamountoftimealigninginformationonthe newtaxmapswereceivedfromCartographicAssociateswitheachofthetown's1600+ residential property assessment records. This effort has enabled us to correct any inaccuracies in your assessment records, thus insuring a more equitable tax assess- ment. TheBoardofSelectmenisworkingwiththeDepartmentofTransportationinan effort to acquire theformer railroad station land inSouthDanbury and Danbury, as wellastheoldwoodyardacrossHighStreetfromtheTownHall,forfuturetownuse. Priorto 1997, Danburyexperienced aperiod ofthreeyearsinwhichthe taxrate hasnotincreased.Thisprobablywasnotthecaseforthepastyearforseveralreasons: theTown's netassessedvaluationincreasedbyonly$549,036from 1995 to 1996, and we are seeing an increase in the demands for service in such departments as Fast Squad, Highway, Fire andPolice, andincreasingschool and county taxes. Sadly,1996wasalsoayearinwhichmoreofourlong-timecitizenspassedon:Lois Baker,NormanBaker,AnnaClews,DorisMacNeill,HarrietFord, DorothyFord and RichardMoran.Inaddition,DanburylostaformerSelectmanandBudgetCommittee member when TonySciucco died inlate May. Meeting was called to order at 7:15 p.m. Moderator Wiggin welcomed everyone to Danbury's 200th Town Meeting. Prayer was led by Rev. Charles Hibbard of the Danbury Christian Church, followed by the salute to the AmericanFlag.Moderatorintroducedtheheadtables,andannouncedtherules ofconductforthemeeting. ARTICLE 1: To choose all necessary Town Officers for the year ensuing. (Moderatorannounced the results ofthe Election as shown above.) ARTICLE 2: ToseeiftheTownwillvote toraise and appropriate the sum of$372,818whichrepresentstheoperatingbudget. Saidsumdoesnotinclude special articles to be addressed. (Recommended by Budget Committee - $372,818.00; RecommendedbySelectmen -$380,275.00) Article 2 was readby SteveGordonexplainingdifferencesandreasoningforthosedifferences.Select- menwerepleasedtoannouncethatnomoneyhadtobeborrowedinanticipa- tion oftaxes during 1995 forthe first time in recent memory. Motion made to acceptarticlebyJamesPhelps, secondedbyDorothyMcGonigle. Amendment #1 made by James Phelps, seconded by Walter Morrison, "to amend the appropriationforWelfareDirectAssistancefrom$750to$1,500."Amendment Page 8 TOWNOFDANBURY #1 passedwithavoicevote. Amendment#2madebyJamesPhelps, seconded byJonSchurger, "toamendthe appropriationforHighwaysand Streets from $141,610 to$143,910. Theadditional$2,300is for the replacementofthe dump body on the 1987 International Dump Truck." Amendment passed by voice vote. Amendment #3 made by Sylvia Hill, seconded by James Phelps, "to amendArticle2 toincrease Election,Registration &Vital Statisticsby$40 to $8,623, forpostage, andFinancial Administrationby$100 to $14,920, also for postage." Amendment passed by voice vote. Amendment 4 made by Twila Cook, secondedbyStanleyPhelps, "toincrease the appropriationofthe Parks andRecreationby$900tomakethetotalamount$2,600."Amendmentpassed by voice vote. Article#2 Passed as amended with Total of$376.908 Operating Budget. ARTICLE 3: To see if the Town will vote to amend the "Building Permit Ordinance" adopted atTownMeetingin 1987to read as follows: Applications for saidpermit shallinclude the following: (1) PublicUtilitiesCommissionEnergyCodeapprovalasrequiredbyRSA 155-D. (2) N.H. Water Supply & Pollution Control Commission approval for septic systemconstruction. (3) A sketch of adequate detail to show the location of the proposed dwelling and its relation to roads and property lines. (4) State or localdriveway permits. (5) Anyotherinformationthatmayberequiredtoensurethatthedwelling shallcomplywith all state and localregulations. TheSelectmenshallissue ordenythispermitinwritingwithin 15 days of its receiptofapplication. This ordinance shallbe administered and enforcedbythe Selectmenwith penaltiesfornon-complianceasprovidedinTownordinance. (Recommended by Selectmen) Motion made by James Phelps, seconded by George Stitt, to adopt the article.AmendmentmadebyJamesPhelps,secondedbyGeorgeStitt, "toseeif the Town will vote to adopt the following ordinance: Building Permit Ordi- nance:Nopersonshallerectanybuilding,locateanymobilehome,orlocateany camper or travel trailer for a period of greater than 30 days; or construct any other structure without first obtaining a permit from the Selectmen." This amendment strikes the words "for purposes of human habitation" from the prior ordinance for clarification, and changes the word "dwelling" to "struc- ture."Thisisnotintendedtochangetheenforcementproceduresasinplacefor thepastnine years. Amendmentpassed with a show ofhands, 48 in favor, 40 opposed. Article#3 Passed as amended.
