Town ofBenton To the inhabitantsoftheTown ofBenton qualified tovote in town affairs: You are herebynotified to meetatthe Benton CommunityBuilding in said Benton onthe second Tuesdayof March next, the 11th, atseven o'clock in theevenmg tovoteand actupon thefollowing subjects: ARTICLE 1 To choose a town clerk, atreasurer, a taxcollector, an auditor, a ballotclerk, a ballotinspector, a sexton and a surveyorofwood and lumberfortheterm ofoneyear, a selectman, a supervisorofthechecklistand a trusteeofthe trustfundsfora term ofthreeyearsand a memberofthe planning board forfiveyears plusanyotherofficersoragents necessaryfortheensuing year. ARTICLE 2 To see ifthetown will voteto acceptthe reportsofofficersand agentsas printed. ARTICLE3 Bypetition. To see ifthetown will vote to prohibitthe processing, storage and landspreading ofwastewatertreatmentsludge/biosolids, including but notlimited to, sewage, paperand pulp mill sludge, whetheritbewet, dry composted, pelletized, mixed with othermaterialsorinjectedonorinto the land in theTown ofBenton, foroneyearcommencing on March 11, 1997. ARTICLE 4 Bypetition. To see ifthetown will voteto prohibittheprocessing, storage and landspreading ofwastewatertreatmentsludge/biosolids, including but notlimited to, sewage, paperand pulp mill sludge, whetheritbewet, dry composted, pelletized, mixed with othermaterialsorinjected on orinto the land in theTown ofBenton until regulationsareenacted bythetown Selectmen with public involvement, to control such activity. ARTICLE5 Bypetition. To see ifthetown will voteto prohibitthe processing, storage and landspreading ofw/astewatertreatmentsludge/biosolids, including but notlimited to, sewage, paperand pulp mill sludge, whetheritbewet, dry composted, pelletized, mixed with othermaterialsorinjected on orinto the land in theTown ofBenton unless(1)thesludge isanalyzedforarsenic, cadmium, ph, lead, mercury, nickel and dioxins, (2)the resultsofthis analysis isfiled with thetown and (3)adescription oftheprocess to achieveClassAorClass B pathogen reduction requirements isfiled with thetown Selectmen. ARTICLE6 To see ifthetown will voteto discontinuethe"so-called"Sands Road into theWalterStiebitzpropertyon thesouth sideofTunnel Steam Road. (RSA231:43) ARTICLE7 To see ifthetown will voteto discontinuethe"so-called"Joe Prue Road into theWilliam andAndra House homesteadoffthe north sideofMt. Mooselauke Highway, (Route25). (RSA231:43) ARTICLE8 To see ifthetown will voteto discontinuethe"so-called"Old Page Road which runs in awesterlydirection approximately730feetto theHaverhill town line form PageRoad. (RSA231:43) ARTICLE9 Shall we modifythe ElderlyExemptionsforpropertytaxin theTown ofBenton, based on assessedvalueforqualified taxpayersto beasfollows: Fora person of65yearsofage, upto 75. $5,000; 75years upto 80 year fora person over80years To ; qualify, the person musthavebeen a NewHampshire residentfor atleast5years. In addition, thetaxpayermusthave netincome ofnotmorethan $13,400or, ifmarried, acombined netincomeof notmore than $20,400; and own assets notin excessof$35,000, excluding thevalueofthe person's residence. This mustbea ballotvote. ARTICLE 1 To see ifthetown will voteto raiseand appropriatethesum of$10,000 to be added to theCRFforRoads. TheSelectmen recommend thisarticle. ARTICLE 11 To seeifthetown willvoteto raiseand appropriatethesum of$1,356to replace thatamountwithdrawnfrom theCRFforFires. Theseoccurred during 1996, TheSelectmen recommend thisarticle. ARTICLE 12 To see ifthetown will voteto raiseand appropriatethesum of$67,814which representstheoperating budget. Said sum does notinclude individual articles addressed.
