It's the Law! * Owners are liableforfree running dogs. If in doubt, check the state statutes RSA:466. The penalties are severe. TO PROPERTY OWNERS: * The law provides that thosewho do not return theirinventory forms by April 15 not only lose theirrightto appeal theirtaxes but are now subject to afine of not less than $10.00 but upto and not over$50.00. The high pointforthe yearwas the award of first place in the state-wide competition for Town Reports. This award, given by the New Hampshire Municipal Association, was for townsfrom 1500 to 3000 population. Previously, we had only won 2nd and 3rd place awards. Thanks again to all who contributed tothis effort, including Bill Caterino, Bill Cable and Anne Hier, as well as department heads, commission members and board chairmen. A bridge on Leavitt Hill Road was replaced with a larger, more serviceable bridge made of wood. We arevery interested in wooden bridgesfor theircost, ease of construction and reported longevity. Wooden bridges are under consideration for other needed bridge replacements. The Highway Departmentagain has been ableto maintain our roads in good shape but some of the road equipment is failing underthe strain. Major breakdowns of the road grader and dump truck caused an over expenditure offunds, butwe do take a hsk by operating aging equipment. A major bank stabilization projectwas conducted along a portion of Route 12A north of the Cornish-Windsor Covered Bridge. This project, by the State DOT, was sensitive because in addition to getting the roadjob completed, itwas also necessaryto do it so as notto disturb colonies of Dwarf Wedge Musselswhich live nearby in the river. These mussels are considered endangered and the "Cornish Colony" is one ofthefew existing in North America. The SpiritCommittee again outdid itselfwith a painting party in the Cornish Elementary School. A rewarding timewas had by all who participated. Don't miss the nextone! Your selectmen revised the Current Use program according to State guidelines, streamlining the program sothatthere are now onlyfourcategories: farmland, managed forest, unmanaged forest and wetlands. Those personswith farmland had an opportunity to havetheir soil potential index (SPI) evaluated by the Soil Conservation Service (forafee) to assure that theywere not overtaxed. However, selectmen setthetax rateforfarm land considerably below the SPI sothat no one opted forthe higherindex rate. The Memorial Day celebration was anothersuccess. Everyonewho attendsthisevent is well rewarded, and thatgoes forveterans and nonveterans. Beautiful hand carved signswere installed on park lands acrossfrom the Cornish School identifying Queneau Field, Barker Field and the Rodney Palmer Environmental Study Area. The computerdonated lastyear by Alan Penfold was installed in the "Annex Office" and is now in use. This new, faster computerwill markedly out-perform the old machine. A meeting was held to consider building atown data base. Our Fire and Police Departments performed very well and we arevery proud of their efforts. Make sure to read their detailed reports. The business portion of Town Meeting will begin at 12:00 noon. Articles 3 through 21 will be acted upon at that time. Article 1: To choose all necessary Town Officers forthe ensuing year. Article 2: (By Petition) Shall we adoptthe provisions of RSA 72:62 for a property tax exemption on real property equipped with a solar energy heating or cooling system, which exemption shall be in the amount of the assessed value of said system, not to exceed six thousand dollars ($6,000.00)? Article 3: To raise such sums of money as may be necessaryto defrayTown charges forthe ensuing year and make appropriations of the same.
