Owner over 65 $2.00forfirst dog, regular rates for additional dogs. * Rabies certificates required for registration. # Failure to register makes owners liable for a $15.00 fine and a $1.00 penalty per month afterJune 1st. It's the law! * Owners are liable forfree running dogs. If in doubt, check the state statutes RSA:466. The penalties are severe. Rabies Clinicwill be on April 8, 1995, from 1 a.m. until noon atthe Cornish Flat Fire Station. Dog licenses will be available. Theveterinarian will be Ginny Prince, D.V.M. TO PROPERTY OWNERS: The law provides thatthosewho do not return their inventory forms by April 15 not only lose their rightto appeal theirtaxes but are now subject to afine of not less than $10.00 but up to and not over$50.00. The business portion of Town Meeting will begin at 12:00 noon. Articles 3 through 18 will be acted upon atthattime. Article 1: To choose all necessaryTown Officers forthe ensuing year. Article 2: To see what action the Town will take with regard to the following questions on the Cornish Zoning Ordinance, said changes being recommended bythe Planning Board. Question 1: Are you in favor ofthe adoption of Amendment No. 1 as proposed by the Planning Board forthe Zoning Ordinance as follows: For purposes of qualifying for FEMA Flood Insurance fortheTown, the definition of "recreational vehicles" is added, the definition of "manufactured housing" is changed by reducing the minimum sizefrom 450to400 square feet, and recreational vehicles are permitted to be placed onthe Flood Plain for a period notto exceed one hundred eighty (180) days, so long as theyare fully licensed. This amendment is submitted bythe Selectmen and has the approval ofthe Planning Board. A copy ofthe amendment is available atthe Town Clerk's Office. Question 2: Are you in favor ofthe adoption of Amendment No. 2 as proposed by the Planning Board forthe Zoning Ordinance as follows: Creating a definition of "cemeteries" and establishing criteria forthe location of cemeteries. This amendment is submitted bythe Selectmen and hasthe approval ofthe Planning Board. Acopyofthe amendment is available atthe Town Clerk's Office. Question 3: Are you in favor ofthe adoption of Amendment No. 3 as proposed by the Planning Board forthe Zoning Ordinance as follows: Adding to the definitional section ofthe Zoning Ordinance definitions oftheterms "fuel" and "oil" and making miscellaneous changes in the Zoning Ordinance where those terms appear in the Ordinance. This amendment is submitted by the Selectmen and has the approval ofthe Planning Board. A copy ofthe amendment is available atthe Town Clerk's Office. Article 3: To raise such sums of money as may be necessary to defray Town charges forthe ensuing yearand make appropriations of the same. Article 6: To see ifthe Town will voteto create a Capital Reserve Fund underthe provisions of RSA 35:1 to be known as the Town Bridge Capital Reserve Fund forthe purpose of constructing and reconstmcting Town Bridges and to raise and appropriate the sum of $10,000 forthis purpose and to further move to authorize the Board of Selectmen as agents to expend. The Selectmen recommend this appropriation. Article 7: To see ifthe Town will vote to raise and appropriatethe sum of $3,500 for the purpose of microfilming and preserving old town records. Article 8: To see ifthe Town will voteto raise and appropriate up to the sum of $1,000to participate in an UpperValley household hazardous waste recycle program. Article 9: To see ifthe Town will voteto acceptthe Social Security Administration ruling to Increase the Social Security (FICA) and Medicare exclusion forelection workers from $100 peryearto $1,000 peryear. (Directed bythe State) Article 10: To see ifthe Town will vote to raise and appropriate $1,000 forthe purpose of perambulation and surveyoftown boundaries (Bythe Selectmen). Article 11: To see ifthe town will raise and appropriate the sum of $5,205 to reimbursethe firefighter's association forhalfthe cost ofthe 4-inch diameterwater hose purchased forthefire department. Article 12: To see ifthe town will voteto make the Road Agent position to be appointed bythe Board of Selectmen. This istotake affect as of March 14, 1995. (By petition) Article 13: To see ifthe town will voteto accept and continue withthe existing organizational structure ofthe Cornish Fire Department as thetown's municipal fire department. The purpose ofthis article isto satisfythe requirements of RSA 154 as indicated in RSA 154:II(a) and RSA 154:1-a, with the Fire Chiefappointed bythe selectmen andthe firefighters appointed bythe Fire Chief, and with all fire department property and equipment being owned bythetown. Article 14: To see ifthe town will voteto authorizethe Selectmento designatethat the first $2,000 and 50% of any amount in excess of $2,000 ofthe Change of UseTax be deposited intothe Conservation Fund. This represents a change from 25% ofthe Change of Use Taxfund deposited inthe Conservation Fund. (Recommended bythe Selectmen) Article 15: To see ifthetown will voteto raise and appropriate the sum of $29,500to install fire detection systems on the Dingleton Hill Covered Bridge (N.H. Covered Bridge #22) and the Blow-Me-Down Covered Bridge (N.H. Covered Bridge #23). The sum of $5,900 (20%) shall be raised bytaxes and the balance of$23,600 (80%) to be received from the State of New Hampshire's Departmentof Transportation. (Recommended bythe Selectmen) Article 16: To see ifthe town will voteto raise and appropriatethe sum of $50,000to purchase the Eastman property on Town House Road (Map 61 Lot 53) which abuts the newtown office. The sum of $5,000 (10%) to be raised byt,axes and the remaining portion (90%) to be raised by private funding and Conservation Commission Funds. (Recommended bythe Selectmen)
