It was a highly successful year for the Centre as our existing programmes were rejuvenated and new projects that were launchedduringthepastyearsbegantoshowresultsandestablishtheircredibilityandacceptabilityamongst educationalinstitutionsinIndia. A number of important developments took place in our flagship programme on union databases of books, serialsandtheses.Themaintainingandupdatingunioncataloguesisatedioustaskthatrequiresagreatdealof standardization of bibliographic records contributed by a large number of institutions in diverse formats. As such, a robust and intuitive platform is essential to support the task of error detection, correction, duplicate detection,standardizationandmergingofrecordsintheuniondatabases.BetaversionoftheUnionCatalogue Management System ver. 2 (UCMS 2.0) was released during the year under report to handle bibliographic recordsinMARC21formataswellastoprovideadditionalsearchcapabilitiesforupdatingthebibliographical records.TheUCMS2.0,aweb-basedunioncataloguemanagementplatform,caterstoallfunctionaljobsthat are carried out by the Database Development Team on the bibliographic records contributed to the union database of books. Likewise, independent record management platforms were also developed for effective and efficient management of serials and theses databases. Besides, a new interface called “Online Copy CatalogueSystem(OCS)”wasdevelopedthatfacilitatesparticipatinglibrariestointeractwithunioncatalogue ofbooksandeithercataloguetheirnewacquisitionsonlineordownloadselectedrecordsfromuniondatabase directlyintoSOUL2.0.Theinterfacewasmadeavailableto13universitylibrariesthatareusingSOUL2.0for extensivetestingandexperimentation.Theinitialresultsoftestingarequiteencouraging.TheOCS,oncefully implementedforalltheLMSsoftware,wouldpotentiallyeliminatetherequirementofcollectingbibliographic recordsfrommemberuniversitiesandmergingtheminuniondatabase. The SOUL 2.0, launched in January 2009, grew in terms of its market share as well as features and functionalitiesthatwereaddedtoit.Severalnewpatches,incorporatingnewfeaturesandfunctionalities,were developed and were made available to users free-of-cost. A number of software customisation tasks were undertakentotailor-madethesoftwaretomeetspecificrequirementsofuser’sinstitutions.Withlargerinterest of promoting wider use of SOUL software, SOUL Query Management System (SQMS) was developed to providebetterafter-salessupporttotheSOULusersandtohandletheirqueriesmoreeffectivelyandefficiently. Thesoftwarehasbeentestedsuccessfullyandisbeingimplemented.ThetotalnumberofinstallationsofSOUL softwaregrewto2,321bytheendofMarch31,2011. One of the major achievements during the period under report is development of Subject Gateway ManagementSystem(SGMS). TheSGMSisdesignedtofacilitatebuildingupofasubjectportalconsistingof Internetresourcesthatareavailableinopenaccess.TheSGMSfacilitatessubjectwiseclassificationofInternet resources, free-text and alphabetical search, resource type search and “search cloud”. The software was populatedwithmorethan1,000resourcesfortestingpurposes.ThesubjectgatewaycoveringselectedIndian resourcesusingSGMSisnowreadyforrelease. ANNUALREPORT2010-2011 i With multitude to programmes and projects that the Centre now handles, it is imperative to implement technologiesthatfacilitatehostingofmultipleapplicationsandinterfacesonalimitednumberofservers.Cloud computing and other virtualization technologies offer a new route to access and optimally utilize available computational infrastructure. The virtualisation technology was applied in the Centre to create multiple executionenvironmentandtohostmultipleinterfacesandapplicationsonasingleserver.Assuch,Parichay: Federated Access Management System, Shodhganga, Shodhgangotri and Institutional Repository @ INFLIBNET are hosted on a single virtual server. The virtual server has been implemented successfully at the INFLBNETwitheffectiveportioningofCPU,RAM,secondarystorageandNetworkInterfaceCard. TheCentrehadlaunchedtwoimportantopenaccessinitiatives,namelyShodhgangaandOpenJournalAccess System(OJAS).Boththeinitiativeshavetakenadefiniteshapeandaredoingwell.Whiletwentyuniversities havesignedMoUwiththeINFLIBNETCentre,studentsfrommorethan16universitieshavestartedsubmitting electronicversionoftheirthesesintoShodhgangaason31stMarch2011.Totalnumberofthesessubmitted into the repository has grown to 1,600. The OJAS has grown both in terms of number of journals as well as numberofusersinopenaccessenvironment.TheOJASnowhostssixjournalsandseveralnewrequestsare pouringinforuploadingnewjournalsonOJAS. TheCentretakesprideinthefactthatthetaskofenhancingtheInternetconnectivityto10Mbps(1:1)formore than 165 universities was accomplished within a short span of 1 to 4 months with switching over of Internet ServiceProviderfromERNETtoBSNL.Moreover,theUGC-INFONETConnectivityProgrammepavedtheway for early commissioning of NKN/NME-ICT connectivity given the fact that the fibre optic cables laid for the UGC-Infonet Connectivity Programme was used for providing greater bandwidth (one Gbps) to universities under the NME-ICT/NKN programme. As such, more that 90 universities migrate to NME-ICT/NKN scheme from the UGC-Infonet by end of March 31, 2011. I am happy that the INFLIBNET Centre has also been acceptedasabeneficiaryinstitutionforNKNconnectivity. TheUGC-InfonetDigitalLibraryConsortiumcontinuedtothriveduringtheyearunderreport.Thenumberof journalsofferedunderConsortiumgrewto7,500withinclusionofScienceDirect(10subjectcollections,1036 journals)andWileyInterScience(907journals).Thesewerethetworesourcesthatweremostsoughtafterand mostuniversitieswerepressinghardtogettheseresourcesthroughtheConsortium.Moreover,theCentretook theinitiativeofincludealluniversitiescoveredunder12(B)and2(f)SectionsoftheUGCActundertheambitof UGC-InfonetDigitalLibraryConsortium.Alleligibleuniversities,notyetcoveredundertheConsortium,were requested to apply for the membership of the Consortium and avail access to e-resources. The usage of e- resourcesprovidedthroughtheConsortiumalsogrewbothintermsofnumberofdownloadsaswellasnumber of searches conducted. There is an overall 22.76% increase in number of downloads from 2009 to 2010. Moreover,averagecostofarticledownloadedfromthejournalsaccessiblethroughtheConsortiumcamedown toRs.55.94.Morethan25,000articlesweresuppliedbytheINFLIBNETCentreandits22ILLCentrestoother universitiesusingJCCCthatprovidescontentlevelaccesstoallarticlescoveredinjournalssubscribedbythe Consortiumaswellasby22ILLCentres.AssociateMembershipProgrammeoftheUGC-InfonetDigitalLibrary Consortiumenrolled76membersincludingprivateuniversitiesandotherorganizations.Theseinstitutionspay theirownsubscriptionforgettingaccesstoe-resourcesthroughtheConsortium. ImportantdevelopmentsweremadeinconfiguringShibboleth,anopensourcesoftwaretoolsthatfacilitates off-campus access to e-resources to the authorised users. The Shibboleth system was customised and interfaced with MySQL database (instead of LDAP/Kerberos) database to suit local environment created for implementingEZproxy@INFLIBNET.TheCentrehasinducedShibbolethintoEZproxybyoverridingnative authentication mechanism of EZproxy. As such, EZproxy hands-off authentication task to Shibboleth, if the resource is Shibboleth-compliant, and non-Shibboleth compliant resources are proxied through EZ Proxy in theusualcourse.Thesystemisnowreadyforimplementation. ANNUALREPORT2010-2011 ii The8thInternationalCALIBER2011wasorganisedatGoaUniversity,Goafrom2ndto4thMarch,2011onthe theme “Towards Building a Knowledge Society: Library as Catalyst for Knowledge Discovery and Management”, in collaboration with the Goa University, Goa. More than 400 delegates participated in the ConventionincludingdelegatesfromSriLanka,Canada,UK,USandSingapore.62paperswereselectedfor presentation in the convention and 120 papers were selected for poster sessions from amongst 220 submissions. Prof. Arun Nigavekar, former Chairman, UGC inaugurated the convention and Prof. Ajith Kembhavi, Chairman, NSC, UGC-Infonet Digital Library Consortium, delivered the keynote address. The convention was highly successful both in terms of participation of large number of stakeholders as well as detaileddiscussionsthattheparticipantshadonthethemeoftheconvention. The“NationalLibraryandInformationServicesInfrastructureforScholarlyContent”(N-LIST),jointlyexecuted bytheINFLIBNETCentreandIITDelhiwithfinancialsupportfromtheMHRDunderitsNationalMissionon Education through ICT, was formally launched by the Honourable Union Minister of Human Resource Development,ShriKapilSibalon4thMay,2010.TheN-LISTProgrammeprovidesonlineaccesstomorethan 2,100electronicjournalsand51,000e-bookstocollegescoveredunder12(B)and2(f)SectionsoftheUGC Act.Thenumberofcollegescoveredundertheprogrammegrewto1,236andnumberofregisteredusersfrom thesecollegesgrewtomorethan1,30,000bytheendofMarch31,2011.IamproudtoinformthattheN-LIST ProgrammewasawardedtheJuryChoicee-INDIA2010AwardintheCategoryDigitalLearningthroughICTin HigherEducationInstitutefortheyear2010andManthanSouthAsiaAward2010inDigitalLearningCategory fortheyear2010. TheconstructionworkofAcademicandAdministrativeBlocksoftheInstitutionalBuildingisprogressingwellin Infocity, Gandhinagar on the land allotted to the Centre by Government of Gujarat, free-of-cost. As on 31st March,2011,theexcavationandfoundationPCCworkforthebasementundertheentireportionofAcademic and Administrative block of the building was completed including erection of RCC walls on all sides of the basement.WhiletheAdministrativeBlockofthebuildinghasbeenraiseduptothe4thfloor,AcademicBlock, includingauditorium,hasbeenraisedupto2ndfloor,remainingthreefloorsofAdministrativeBlockandfive floorsofAcademicBlockareunderconstruction.Itisexpectedthatthecivilconstructionworkofthebuilding willbecompletedbytheendof2011.IampleasedtoinformthattheUGChassanctionedfundsrequiredfor constructionofresidentialBlockoftheInstituteBuildingalso. Iamsure,theusercommunityininstitutionsofhigherlearningwouldenjoygoingthroughthereportandtake noteofouraccomplishmentsandvalue-addedservicesduringtheyearunderreview. From the Director’s Desk 1. Introduction TheInformationandLibraryNetwork(INFLIBNET)CentreisanautonomousInter-UniversityCentre(IUC)of the University Grants Commission (UGC) located at the Gujarat University Campus, Ahmedabad. Major activitiesandservicesoftheCentrearegearedtowardsmodernizationofacademiclibrariesandinformation centres,topromoteinformationtransferandaccess,tosupportscholarship,learningandacademicpursuits. TheCentreactsasanodalagencyfornetworkingoflibrariesandinformationcentresinuniversities,institutions ofhigherlearningandR&DinstitutionsinIndia.TheCentrewasestablishedasanindependentautonomous Inter-University Centre of the UGC in May 1996 and set out to be a major player for promoting scholarly communicationamongacademiciansandresearchersacrossthecountry. Thetechnologybeingadrivingforceinthecontemporaryeducationsystem,theCentre,onbehalfoftheUGC, has taken-up a number of initiatives for the benefit of the academic community. These initiatives include i) UGC-Infonet Connectivity Programme that provides for networking of university campuses and Internet connectivity; ii) UGC-Infonet Digital Library Consortium that extends access to selected scholarly electronic journals and databases to the universities in different disciplines; iii) Shodhganga: A Reservoir of Indian Electronic Theses and Dissertations, that enables online submission of theses and dissertations by research scholars in digital repository set-up at the INFLIBNET Centre; iv) Open Journals Access System (OJAS) @ INFLIBNETthatfacilitatesfacultyandresearchersinIndianuniversitiestolaunchtheiropenaccessjournalson OJAS platform offered by INFLIBNET Centre; and v) Access management technologies that would facilitate userstoaccesse-resourcesirrespectiveoftheirphysicallocation.Besides,theCentrehasrecentlylauncheda projectentitled“NationalLibraryandInformationServicesInfrastructureforScholarlyContent”(N-LIST)that providesaccesstoelectronicjournalsandelectronicbookstoeligiblecolleges. 2. MissionandVision (cid:2)(cid:3) Leveraging on the latest technology, create a virtual network of people and resources in academic institutions with an aim to provide effective and efficient access to knowledge through perseverance, innovationandcollaboration; (cid:2)(cid:3) Provideseamless,reliableandubiquitousaccesstoscholarly,peer-reviewedelectronicresourcestothe academic community in all educational institutions with a focus on services and tools, processes and practicesthatsupportitseffectiveuseandincreasevalueofthisinformation; (cid:2)(cid:3) BuildandstrengthenICTinfrastructureineducationalinstitutionswithvalue-addedservices; (cid:2)(cid:3) Developtools,techniquesandproceduresforsecureandconvenientaccessmanagementenablingusers toaccessinformationinelectronicformatfromanywhere,anytime; (cid:2)(cid:3) Developresourceselectionguidesandonlinetutorialsforeffectivedeliveryandusageofe-resources;and (cid:2)(cid:3) Facilitate creation of open access digital repositories in every educational institution for hosting educationalandresearchcontentcreatedbytheseinstitutions. 3. PhysicalInfrastructure The Centre is constructing its Institutional Building on land measuring 10,000 sq. mtrs (approx. 2.5 acres) allotted to the Centre by the Govt. of Gujarat free-of-cost. The land is located in the Infocity, Gandhinagar amidstreputededucationalinstitutionssuchasNID,DAIITandNIFT.TheCentrehashiredservicesofM/sVastu Shilpa Consultants as its Architect for designing and constructing the building; M/s. Katira Construction, civil contractorforconstructingthebuildingandM/s.AnanjiwalaConsultants,ProjectManagementConsultantsfor qualitycontrolandforsupervisingtheconstructionactivity.TheconstructionoftheInstitutionalbuildingwas startedsoonaftertheBhoomiPoojaon27thOctober2009.TheFoundationStonefortheBuildingwaslaidby thethenHon’bleChairman,UGCandPresident,INFLIBNETCouncil,Prof.SukhadeoThoraton27thJanuary, 2010.
