Box392, Franconia, NH03580 (603)823-7185 BoardofSelectmen TownofFranconia Main Street NH Franconia, 03580 I have examined the financial statements of the Town of Franconia for the year ended December 31, 1990, as listed in the table of contents, except for the Chamber of Commerce and the Frost Place. These latter mentioned reports are provided as supplemental information. My examination was made in accordance with the New Hampshire code of Administration Rules Rev. 501.01 through 505.09 and generally accepted auditing standards and accordingly, include such tests of the accounting records as I considered necessary in thecircumstances. In my opinion, these financial statements present fairly the financial position of the Town of Franconia at December 31, 1990 and the result of its operations and changes in financial position for the year then ended, in accordance with generally accepted accountingprinciples appliedonaconsistentbasiswiththeprecedingyear. RalphBrigida,Auditor February25, 1991 . AUDITOR'S REPORT In accordance with RSA 21-J:19 and 21, which requires inclusion ofthe auditor's findings intheannualtownreport, I presentthefollowing: 1. The reportingand accountingofmotorvehiclepermitfees in thecash book is notbeing handled properly in all cases. There were itemsthatwere late in postingand deposits that did not agree with the detail. As a result some bounced checks have yet to be resolved. 2. In the case of uncollected checks proper procedures were not followed to remedy the situation. Still outstanding are two bad checks from previousyears and two from this year. 3. DepositsoftheTownClerkarenotalwaysmadeweekly. 4. Noerrorswerefoundinthetestingofmotorvehiclepermitfeesverificationcomputation. 5. Marriagelicensefeeswerenotrecordedtimelyinthecashbook. 6. Cash-on-handisnotbeingreconciledand isleadingtoover/undercashpositionsinsome deposits. 7. Dump sticker fees have not been deposited to the Town for 1990. They are still in thehandsoftheTownClerk. 8. Bounced checks to the Tax Collector were never recorded in the cash books. There werefiveintheyear 1990amountingto$2,475.48. 9. Observed Selectmanpresigningcheckswithoutbenefitofback-updocumentation. 10. The Water Department accounting system has built in checks and balances that have beenoverlookedinafewinstancesresultinginincorrectoutstandingbalances. Itappears thattheclerkdoesnothaveatotalunderstandingofthesystem. 11 Outstandingwaterfeesattheendof1990arefargreaterthantheyshouldbe. Collection oftheseagedaccountsshouldbeaccelerated. 12. The Library Trustee combined the investment of the Schaffer Fund into the Priest Fund. Thissituationwillberectifiedin 1991. 13. Books werenotmaintained showingmaturingofcertificatesofdeposit, interestthereon anddispositionofprincipaland interestbytheLibraryTrustee. 14. Finally, Istillrecommendthecomputerizationofthe Selectmen'saccountingsystem.
