RESOLUTION NO. 16-07-06 A RESOLUTION OF THE BOARD OF SUPERVISORS OF GILA COUNTY, ARIZONA, AUTHORIZING THE ADOPTION OF THE 2016- 2017 FISCAL YEAR BUDGET FOR GILA COUNTY. WHEREAS, in accordance with the provisions of Title 42, Chapter 17, Articles 1-5, Arizona Revised Statutes (A.R.S.), the Board of Supervisors did, on June 21, 2016, make an estimate of the different amounts required to meet the public expenditures/expenses for the ensuing year, also an estimate of revenues from sources other than direct taxation, and the amount to be raised by taxation upon real and personal property of Gila County; and WHEREAS, in accordance with said chapter of said title, and following due public notice, the Board met on July 26, 2016, at which meeting any taxpayer was privileged to appear and be heard in favor of or against any of the proposed expenditures/expenses to tax levies; and WHEREAS, it appears that publication has been duly made as required by law of said estimates together with a notice that the Board would meet on July 26, 2016, at the office of the Board for the purpose of hearing taxpayers and making tax levies as set forth in said estimates; and WHEREAS, it appears that the sums to be raised by taxation, attached herein as Schedule B, do not in the aggregate exceed that amount as computed in A.R.S. §42-17051(A); NOW, THEREFORE, BE IT RESOLVED that the said estimates of revenues and expenditures, attached herein as Schedule A, as now reduced or changed by the same are hereby adopted as the budget of Gila County for the 2016-2017 fiscal year. Thee ooriginal couunty seat wwas in the mmining commmunity of Globe Cityy, nnow Globe, AArizona.    PPopular theoory says that the wordd Gila was dderived fromm a Spanishh ccontraction of Hah‐quuah‐sa‐eel, a Yuma woord meaninng "runningg wwater whichh is salty." WWith a popuulation of 554,219 resiidents (as oof 2014) annd coveringg AAbove: A map oof Gila County. Gila Coounty is in Central Ariizona and ccontains thee TTonto Apache Reservaation and pparts of thee Fort Apacche and Sann CCarlos Reserrvations. CCities and Toowns in Gilaa County incclude Globee, HHayden, Miaami, Paysonn, Star Vallley and Winnkelman, aalong with aa laarge numbber of rurral unincorrporated coommunitiess, includingg CClaypool, Pinne, Strawbeerry, Tonto Basin, and Young. Gila County is loocated on thhe northeasstern edge oof the Sonorran Desert aand covers aa wwide varietty of life zzones incluuding deserrt, high deesert plainss, cchaparral, ppiñon‐junipeer and pinee forests. TThere are aa number of ppopular recrreation areeas in Gila County inclluding Roosevelt Lakee, TTonto Natioonal Monuument, Tonnto Naturaal Bridge State Parkk, aand Fossil CCreek, alongg with seveeral designaated Wilderrness Areas aand popularr camping arreas within the Tonto NNational Forrest. TThe plans foor an incorpporated Gloobe were esstablished iin July 18766 wwith retail sstores, bankks, and Gloobe's first nnewspaper printing its fiirst issue oon May 2, 11878. By Feebruary 18881, Globe wwas the Gilaa CCounty seat,, which camme with a stage coach rroute linking it to Silver CCity, New Meexico. MMiami was founded inn 1907 wheen it was ffirst develooped by thee MMiami Landd and Imprrovement CCompany wwhen they ppurchased aa trract of landd on the uppper end off Miami Flaats (where present‐dayy ddowntown MMiami is loccated). In 19908, Cleve VVan Dyke puurchased thee trract from tthe Miami Land and Improvemeent Companny and alsoo bbegan purchhasing adjaccent tracts of land. It wwas not until two days aafter the first train aarrived on the newlyy constructeed railroadd, 7 OOctober 4, 11909, that tthe sale (annd renting)) of lots beegan. At this ppoint, the toown was liittle more than an idea on papeer. Only thee roughest of streets hadd been graaded, and nno utilities of any kindd wwere availabble. Accordiing to the AArizona Silveer Belt newwspaper, 8000 ppeople weree living in MMiami at thee beginning of 1910, ann impressivee nnumber for aa town thatt was only thhree monthhs old. PPayson conssiders its foounding year as 1882, at which time it was kknown as GGreen Valleey. On Maarch 3, 18884, a post office was eestablished with the hhelp of Illinnois Repressentative Lewis Edwinn AAbove: The Oldd Dominion Miine, oone of many mmines in the couunty. PPayson, andd Frank C. GGrey wrote numerous books abouut the areaa and also ffilmed somee mmovies, suchh as To the LLast Man, inn the Paysonn area in thee 1920s. DDuring the 11930s an efffort began to try to geet Payson a better roadd too connect iit to the ouutside worlld. At that time Paysoon was veryy issolated, witth a trip froom Phoenixx to Payson taking eighht to twelvee hhours. Throuughout the 1950s workk on a paved road fromm Phoenix too PPayson proggressed andd the pavinng was commpleted in 11958. A feww yyears ago thhis highwayy, State Routte 87 (also known as tthe "Beelinee HHighway"), wwas expandded to four lanes. TThe Town oof Star Valley was incorporated in 2005, mmaking this ccommunity one of Arizoona’s newesst towns. It is estimmated that aabout 1,0000 sites in thee SStar Valley aarea were inhabited ovver the time period froom 600 andd 11200 A.D. TThe Mogolloons generaally lived inn villages, hhunted, andd ggrew variouus crops in gardens. Evventually, bby about 15500 A.D., thee MMogollon cuulture had bbeen absorbbed into other tribes lliving in thee aarea. TThe historiees of the towwns of Hayyden, Winkeelman, and Dudleyvillee aare closely rrelated due tto their closse proximityy. Hayden wwas foundedd 8 inn 1910 andd laid out onn three disttinct hills, bbut not in a true north‐ south patterrn. The centtral hill wass referred too as 'Mill Sidde', and was thhe site of the mill, stoores, and scchools. To tthe east andd across thee nnarrow, higgh, one‐lane bridge wwas 'Smeltter Side', ssmelter andd hhousing site of Americaan Smelting and Refininng Companyy (ASARCO)). OOn the wessterly side was 'San PPedro', where Mexicaan‐Americann ppeople livedd. This layoout maintainned the seggregation thhat was thee oorder of thee day in coompany‐ownned miningg towns. Haayden had aa ccommon booundary wiith Winkelmman, whichh was locaated on thee bbanks of thee Gila River.. At that timme, the entirre town of HHayden was AAbove: A view oof the ASARCO mining inn the processs of being bbuilt, and grradually thee 'tent‐housse' town was smmelters from SSan Pedro. AA post officee for Dudleeyville was establishedd in 1882 aand the areaa wwas named for Dudleyy Harringtoon, an estabblished ranncher in thee aarea. When the railroadd arrived att what is noow Winkelmman in 19033, itt was necessary to estaablish an enntirely separrate post offfice. The raiil liine ran nearr the ranch owned by PPeter Winkeelman, a stoockman. Thee nnew post offffice was consequently called "Winnkelman." SStill another ccommunity in the area at that timme was knowwn as Feldmman, locatedd oon the Puschh Ranch, wiith Henry FFeldman as manager. AAlthough thee records showw the namee of Dudleyvville was lateer changed to Feldmann, itt is obviouus that the original Feeldman (thhe first PZ ranch) was aaltogether annother locaation from ppresent Dudleyville.
