Izvod/Apstrakt Predmet doktorske disertacije je ispitivanje efikasnosti
IZ funkcije finansijskog menadžmenta u neprofitnom
sektoru na primeru visokoobrazovnih institucija u region
Centralno-istočne Evrope. Cilj doktorske disertacije je
utvrđivanje okvira za razvoj finansijske funkcije u
sektoru visokog obrazovanja i finansijske održivosti

visokoobrazovnih institucija. Zadatak je analiza uticaja
finansijskih indikatora na operativne indikatore u sektoru
visokog obrazovanja kako bi se formulisali finansijski
modeli i pokazao međusobni uticaj na makro nivou.
Dodatnom analizom finansijskih izveštaja
visokoobrazovnih institucija na mikro nivou, ispituju se
primeri iz prakse kako bi se utvrdile opšte smernice
razvoja finansijske funkcije u sektoru visokog
obrazovanja. Značaj teme leži u mogućnosti definisanja
transformacije finansijske funkcije, kako bi se postigla
efektivnost upravljanja i efikasnost alokacije finansijskih
sredstava za podizanje performansi u visokoobrazovnim
institucijama. Doktorska disertacija se sastoji iz četiri
dela. Prvi deo disertacije ispituje teorijsko metodološki
okvir definisanja i procesa upravljanja u neprofitnom
sektoru. Drugi deo disertacije analizira finansijsku
funkciju u neprofitnim organizacijama. Treći deo
disertacije ispituje transformaciju uloge upravljanja i
finansiranja visokoobrazovnih institucija dok se u
četvrtom delu prezentuje naučno istraživanje i pregled
rezultata. Zaključci nalažu da formulisanjem finansijskih
modela dobijamo nacrt i merljive okvire funkcionalnog
povezivanja finansijskih i operativnih indikatora, koji
predstavljaju alat za analizu indikatora i predviđanje
performansi u visokom obrazovanju. Takođe, analizom
finansijskih izveštaja visokoobrazovnih institucija,
određuju se opšte smernice za planiranje finansijske
održivosti visokoobrazovnih institucija i podizanje
efikasnosti njihovih performansi. Rezultati prikazuju

mogućnosti tranformacije finansijskog menadžmenta u
sektoru visokog obrazovanja i visokoobrazovnim
institucijama u region Centralno-istočne Evrope. Pri
analizi rezultata naglašava se značaj transformacije uloge
finansijskog menadžmenta posebno iz ugla efikasnijeg
prikupljanja sredstava i kontrole troškova, radi
efektivnijeg postizanja misije visookobrazovnih
institucija i prilagođavanja svojih performansi ciljevima
nacionalnih obrazovnih politika i opštim ciljevima
socijalne i ekonomske politike.

Abstract: The subject of the doctoral dissertation is to examine the
AB efficiency of financial management function in
nonprofit sector in the case of the higher education
institutions in Central-Eastern Europe. The aim of this

dissertation is to establish the framework for the
development of financial function in higher education
sector in order to promote financial sustainability of the
higher education institutions. The task is to analyze the
impact of the financial indicators on the operational
indicators in higher education sector in order to define
mutual dependence and formulate financial models on
macro level. Additional analysis of financial reports of
the higher education institutions will examine their
examples and practice at the micro level in order to
establish general guidelines for development of financial
function in higher education sector. The significance lies
in the possibility of defining the transformation of
financial function to achieve the effectiveness of the
management and efficiency of the allocation of financial
resources so to raise the performance of the higher
education institutions. The doctoral dissertation consists
of four parts. The first part examines the theoretical and
methodological framework to define management and
processes in the nonprofit sector. The second part of the
thesis analyzes financial management and financial
function in nonprofit organizations. The third part of the
dissertation examines transformation of the role of
management and financing of the higher education
institutions. The fourth section presents the scientific
research and review of results. The conclusions state that
formulation of financial models presents a measurable
and functional framework that conects financial and
operational indicators, which represent a tool for

analyzing and predicting performance indicators in
higher education. Also, analysis of financial statements
of the higher education institutions, determine the
general guidelines for planning the financial
sustainability of higher education institutions and raising
the efficiency of their performance. The results show the
possibility of transformation of financial management in
higher education sector and their institutions in Central-
Eastern Europe. Results underline the importance of
transformation of the role of financial management
especially from the perspective of efficient fundraising
and cost control, in order to achieve effective the higher
education institutions missions and adapting its
performance goals to national education policies and the
overall objectives of social and economic policy.
