October 5, 2013 at Sr.No.106, Provisional) February, 2015 FOREWORD M/s Andhra Pradesh Gas Distribution Corporation Ltd (APGDC), an A.P. State Government paftnership enterprise, propose to develop the Floating Storage and Regasification Unit (FSRU) based Liquefied Natural Gas (LNG) Terminal at Kakinada Deep Water Poft (KDWP), Kakinada in association with M/sGDF-SUEZ and M/sSHELL, multinational companies, as paftners. The proposed terminal aims at impoft, storage, regasification of LNG and natural gas send out facility (supply) to bulk consumers through existing gas grid at maximum design capacity of 5.25 million tonne per annum (mtpa). Proposed developments comprise marine facilities, viz. construction of piled satellite jetty for befthing of FSRU, widening and deepening of ship navigation channel, turning circle/ befthing pocket (Capital dredging), laying of sub-sea gas pipeline as well as Onshore facilities, i.e. landfall station with gas metering, Control room, emergency D.G. set and pi peline pigg ing facilities. With a view lo assess the potential environmental impacts due to the proposed project, M/s APGDC retained CSIR-National Environmental Engineering Research lnstitute to undertake Environmental lmpact and Risk Assessment study as a prerequisite to prepare necessary Environmental Management Plan and Approach to Disaster Management Plan. ln this EIA repoft, the pre-project environmental quality (baseline status) monitored during October 2012 - February 2013 for air, noise, water, land, biology, socio-economic and coastal marine components in study area along with the available design details of proposed project have formed the basis for identification, prediction and evaluation of impacts and preparation of pragmatic Environmental Management Plan including post project monitoring and emergency managemenl syslem to mitigate the potential adverse impacts from proposed FSRU based LNG terminal project. The spec/a/ sfudles like coastal hydrodynamics by Central Water & Power Research Station (CWPRS), coastal regulation zone (CRZ) study by CS/R-N/O and Risk assessment by M/s SHELL are also summarized in this repoft. The co-operation extended by the officials of APGDC, SHELL, GDF-S UEZ and various AP state Govt. depaftments, viz. Agencies, e.g. Survey of India, Andhra Pradesh State Forest, Fisheries, Agriculture, Industries Departments, Director of Census operations A.P, India Meteorological Department, NRSA Data Centre etc. were used for the identification and prediction of impacts on marine, land, water, biology/ecology, air, noise and socio-economic components of environment. It is found that the proposed project would not have any major negative impacts on terrestrial and coastal marine environment and general public with the implementation of proposed pollution & risk mitigation measures as well as Environmental Management Plan & Approach to Disaster Management Plan delineated in the above study report.
