SPECIAL PROTECTION FORCE TIRUPATI. ARTICLE OF CHARGE FRAMED AGAINST TO THE Sri. Y. CHENNA REDDY, CT-2672 OF APSPF, UCIL, THUMMALAPALLE . MEMORANDUM OF CHARGE Rc.No.34/A3/Comdt.Hqrs/APSPF/Tpt/2017, - It is proposed to hold an enquiry against Sri Y. Chenna Reddy, CT-2672 of APSPF, UCIL, Thummalapalle in accordance with the procedure laid down in Rule 20 of the A.P. Civil Services (Classification, Control and Appeal) Rules 1991. The substance of the imputation of misconduct or misbehaviour in respect of which the inquiry is proposed to be held is set out in the enclosed statement of Article of charge (Annexure-I). A list of documents by which, and a list of witnesses by whom, the Article of charge is proposed to be sustained are also enclosed (Annexure - II & III). Sri Y. Chenna Reddy, CT-2672 of APSPF, UCIL, Thummalapalle is directed to submit within (10) days of the receipt of this order, a written statement of his defense. Sri Y. Chenna Reddy, CT-2672 of APSPF, UCIL, Thummalapalle is informed that an inquiry will be held only in respect of those Article of Charge are not admitted. He should, therefore, specifically admit or deny each Article of Charge. Sri Y. Chenna Reddy, CT-2672 of APSPF, UCIL, Thummalapalle is further informed that if he does not submit his written statement of defense on or before the date specified in para 3 above further action will be processed based on the material available. Civil Services (Conduct) Rules 1964, under which no Government servant shall bring or attempt to bring any political or outside influence to bear upon any superior authority to further his interest in respect of matters pertaining to his service under the Government. If any representation is received on his behalf from another person in respect of any matter dealt within these proceedings it will be presumed that Sri Y. Chenna Reddy, CT-2672 of APSPF, UCIL, Thummalapalle is aware of such representation and that it has been made at his instance and action will be taken against him for violation of Rule 24 of the APCS (Conduct) Rules, 1964. ANNEXURE-I Statement of Article of Charge framed against Sri Y. Chenna Reddy, CT-2672 of APSPF, UCIL, Thummalapalle. ARTICLE - I That the said Sri Y. Chenna Reddy, CT-2672 who was placed under suspension w.e.f. 21.05.2016 for becoming unauthorized absence (OSL from ML) for a period of (225) days from 30.09.2015 AN to 13.05.2016 FN, was awarded with a penalty of “Reduction in time scale of pay by three stages with effect on future increments and pension for a period of three years” and re-instated into Service from suspension from the date of his reporting for duty vide Proceedings Rc.No. 13(TSSPF)/A3/Comdt.Hqrs/APSPF/2015-17, O.O.No.98/2017, dated: 17.01.2017. The above said Proceedings was sent to his native address by Registered Post on 16.03.2017 which was returned with postal remarks as “addressee not available in the village”. Consequently, the same was published in the A.P. Gazette on 20.04.2017. Even though he has not reported for duty and absenting the duties unauthorizedly w.e.f. 17.01.2017 which is nearby one year period. By the above act, he has exhibited gross misconduct and negligence towards his legitimate duties, which is un-becoming of a Government servant thereby violating Rule-3 of APCS (conduct) Rules-1964. He was appointed as Constable in APSPF on 06.01.2002 and in such capacity he has been discharging his duties in APSPF Unit, UCIL, Thummalapalle. That the said Sri Y.
