Goosey Lodge Anaerobic Digestion Process- Application to Vary Environmental Permit No. NP3338SZ/V003 S UMMARY This document supplies the information to support the application to vary the Environmental Permit for the Goosey Lodge Power Plant at Goosey Lodge, Wymington. The main incineration plant is unaffected by this proposal which is to enhance the “side-stream” Anaerobic Digestion process by installing a second CHP engine to enable continuous operation during periods of essential engine/generator maintenance, and additional tank capacity to further enhance the Anaerobic Digestion process and optimise the biogas yield. The resulting biogas will then be used initially for direct combustion within the high efficiency on-site CHP engines, with close coupled electrical generators producing renewable electricity for export to the grid via the existing on-site grid connection. The various chapters and paragraph numbering in this document relate to the specific section headings in the Environment Agency application forms. Reference has also been made to the guidance given in relevant EPR Sector Guidance Notes. vi Ancillary Components Ltd. Goosey Lodge Anaerobic Digestion Process- Application to Vary Environmental Permit No. NP3338SZ/V003 F C2 ORM C2.1 About the permit Conversion of existing permit to standard permit Not applicable C2.1a Discussions before your application Pre-application discussions were held with the Site Inspector, Mr Mark Cowls on 11th May 2016 The case reference number is EPR/NP3338SZ/V004 C2.1b Permit number C2.1c.1 The permit to be varied is NP3338SZ/V003 C2.1c Site Details The Installation is located at the following address: Ancillary Components Ltd Goosey Lodge Wymington Rushden NN10 9LU C2.2 About the proposed changes C2.2a Type of variation C2.2a.1 The application is for a variation to permit NP3338SZ/V003. C2.2b Changes to existing activities C2.2b.1 Please see Table C2-2b. The existing Power Plant was recently equipped (V003) with additional tank capacity to carefully control the conditions within the tanks to promote Anaerobic Digestion and optimise the biogas yield. The resulting biogas is then used for direct combustion within a high efficiency on-site CI CHP engine, with close coupled electrical generator producing renewable electricity for export to the grid via the existing on-site grid connection. The thermal energy in the exhaust gas from the engine is recovered in a waste heat boiler and the steam used to supplement process heating requirements within the Goosey Lodge site. Residual solids and liquids from the AD process are recovered and then combusted in the Goosey Lodge Power Plant as permitted. The new Anaerobic Digestion plant design incorporates a gas conditioning process so that, in future, direct gas export to the National Gas Grid or use as vehicle fuel will be possible. The gas clean-up plant is taken as a directly associated activity to the Anaerobic Digestion process. The proposed variation is to install four additional storage tanks to further enhance the production of biogas in the Anaerobic Digestion plant, and to install a second, more- efficient spark ignition CHP engine, rated at 25MW (10.4MW ) to increase the th e efficiency and capability of the Goosey Lodge Power Plant to export renewable electricity to the grid. The new CHP engine will burn all of the biogas produced by the Anaerobic Digestion process, and in conjunction with the existing CI CHP engine will obviate the need to flare biogas when either of the two engines are offline for routine 3 Ancillary Components Ltd. The Integrated Management System will encompass the additional activities covered by this variation. C2.4 Consultation C2.4a Sewerage Undertaker C2.4a.1 No. Digestate from the Anaerobic Digestion tanks and process effluent will normally be combusted in the Goosey Lodge Power Plant where it will be used as conditioning liquid for the incoming solid biomass feedstocks. In this respect there is no change to the current operation. Subject to the quality and constituents of the incoming feedstocks, the digestate and process effluent may be suitable for processing in the (separately regulated) site biological treatment plant DP3136LC which has available offsite recovery by the sewerage undertaker via the site trade effluent discharge.
