Thatis, a customerordersareplacementvehiclepartfromtheirlocaldealership. Withinafewdays, theyreceivethepartthatmeetstheform, fit,andfunctionrequirement. Militarypersonnelrequiringreplacementorsparepartsmustsubmitawrittenrequestwhichrequires thepartname, numberwithrevisionlevel, andthenational stocknumber. Barringanydelays,thepartisreceivedwithintwotothree days. Inmostcases,however, therearedelaysandittakesuptoseveral weekstoreceivethepart. Thepurposeofthisthesisisto identifythekeyelementsrequiredforConfigurationManagement, identifypolicies,procedures,andregulationsthatgovern, shapeand dictate secondaryitemprocurements, andtoanalyzeDepartmentoftheArmy'sandIndustry'ssparepartsprocurementprocess. This thesis showstheDepartmentoftheArmy'sandIndustry'sConfigurationManagementmodelsaresimilar;butthepolicesand regulationsthatgovern, shape anddictate secondaryitemprocurementsarequitedifferent; andthatCongressandGovernment agenciesmustchangetheirpoliciestoadapttocommercialpractices. Thethesisalsodemonstratesthatthecurrentdirectionthe Government istakinginacquisitionreformwill seriously impedeimprovements inthe fieldofConfigurationManagement,which encompassesthedevelopmentandmaintenanceoftechnical datapackagesthat supportsecondaryitemprocurements. 14.
