Amherst Central School District Proposed 2018-2019 Budget Public Hearing Tuesday, May 1, 2018 7:00 pm District Office 55 Kings Highway Annual School Vote & Board Election Tuesday, May 15, 2018 7:00 am to 9:00 pm Amherst Central High School Table of Contents Message from the Board President…………………………………………………………...3 Mandated Reports New York State Report Cards..……………………………………………………….4 High School…………………………………………………………………..37 Middle School………………………………………………………………..64 Smallwood Drive Elementary………………………………………………84 Windermere Boulevard Elementary………………………………………100 ‘ Fiscal Accountability Supplement………………………………………………….118 Local Government Exemption Impact Report…………………………………….122 School Property Tax Report Card………………………………………………….125 Administrative Salary Disclosure…………………………………………………..128 3-Part 2017-18 Proposed Budget………………………………………………………….130 2 Message from the Board President The development of the proposed $58,552,000 million budget for 2018-2019 began several years ago as part of a multi-year, long-range forecast by the Amherst Board of Education. This approach allows the school board to consider not only the immediate needs for the school district, but also to anticipate the impact these decisions may have in the future. The expenditure and revenue components of the budget must balance and also must provide appropriate resources for the main mission of the school district, namely the education of our students. We present this budget proposal to the community with confidence that it meets the school district’s mission to prepare all students to excel in a dynamic world through the development of their abilities to reason, solve problems, apply knowledge, value their contribution to the community and collaborate effectively. The budget we are presenting for voter approval for 2018-2019 will: • Provide resources to continue implementing initiatives in the district Strategic Plan. Our strategic planning process, conducted over the past year, resulted in a multi- year plan of coordinated action steps that focus district-wide on learning, achievement, student life and community outreach. The budget proposal includes adequate resources, at an affordable cost, to move into the second-year strategic plan initiatives. • Includes a tax levy increase of 2.54%. For 2018-19, the calculated tax levy limit for Amherst Central School District is an increase of 2.54%. • Includes a budget-to-budget increase of 2.18%. This year's careful monitoring of staffing levels was one of the largest factors in the conservative increase in this year's budget. We constantly review each decision to allow us to align with our strategic plan, meet students' needs with enhanced programming and allow our faculty and staff to continue to excel in the classroom. • Continue the careful management of the budget. Our focus over the past several years has included attrition-based reductions where possible to allow the board to approve a 2018-19 spending plan that will continue to provide resources, allow an appropriate amount to be set aside for future budgets in the form of fund balance and reserves, and allow the Board of Education the latitude to consider new initiatives in the very near future. The May 15 ballot will include one proposition; the 2018-19 budget. The community will elect three Board of Education members. Please take the time to visit the high school and vote. We will again offer an exit survey for you to complete. Feedback from our community is valuable and your input will be considered as the Board of Education develops future budgets.
