Cook has spent more than a year in Colombia in support of America’s counterdrug efforts since 1998. Mr. Cook has also been a military instructor in the Department of Political Science at the U.S. Naval Academy, and was a 1999–2000 fellow in the Director of Central Intelligence’s Exceptional Intelligence Analyst Program. He received his Bachelor of Science Degree in Mathematics from the U.S. Air Force Academy in 1994, and a Master’s in Public Policy from Harvard University’s John F. Kennedy School of Government in 1996. Admiral William J. Crowe, Jr. retired from the Navy in 1989. During a 47-year military career, Admiral Crowe commanded U.S. forces in the Middle East, was the commander in chief of NATO forces in Southern Europe, and headed the nation’s largest geographical mili- tary operation—the U.S. Pacific Command. After retirement, he served as U.S. Ambassador to the Court of St. James in London. A graduate of the U.S. Naval Academy, Admiral Crowe received a master’s degree in education from Stanford University and a master’s and doctorate in politics from Princeton University. Christopher J. Fettweis received his Ph.D. from the University of Maryland, College Park. His doctoral work dealt with the future of major war, in both the theory and practice of international politics. He has taught courses on U.S. foreign policy at the U.S. Naval Academy and George Washington University. His current research focuses on the emergence of U.S. foreign policy toward the Caucasus and Central Asia in the wake of Soviet collapse. Gregg Garbesiserved in a variety of Navy operational billets as a surface warfare officer. While at the Pentagon, he was the primary Navy plan- ner for the Dynamic Commitment QDR 2001 war game series. In this capacity, he interacted extensively with the geographic combatant commanders over an 18-month period to model contingency res- ponseand Navy force allocations. A graduate of the U.S. Naval Academy, he received a Master’s in political science from Stanford University.
