Based on the analysis, we evaluate alternative scholarship plans for the future. The research was sponsored by the Deputy Chief of Staff for Personnel and was carried out in the Manpower and Training Program of RAND Arroyo Center, a federally funded research and development center sponsored by the United States Army.
