Dear Mr. David:

Pursuant to a request our office received from your office, Ihave reviewed and assessed
the above-referenced mutter. As part of my review, I spoke withthe Special Agent assigned to
this case and discussed and analyzed approximately 33 interviews and numerous documents

“Although there were many allegations of voter ftaud and assorted trickery, I was unable to
‘uncover any conduct or tactics that would rise tothe level ofa crime. Specifically, most ofthe
alleged victims are elderiy and lack the ability to recall the details that are necessary in pursuing,
criminal charges Therefore, after carefully
reviewing this ease, [have determined that there is insufficient evidence to proceed on any
criminal charges at this time.
