ADMINISTRATIVE NOTES Supplement Technical .S. GovernmentPrinting Office LibraryPrograms Service bL 4, no. 12 GP 3.16/3-3:4/12 December 1, 1997 Readers Exchange Finding Official Records Volumes in the U.S. Serial Set Prepared by Chris E. Marhenke Broward County Main Library Copyright 1997 Chris E. Marhenke Introduction Civil War research goes on at almost every library in the United States. Two primary sources for Civil War research are The Warofthe Rebellion: A Compilation ofthe Official Records ofthe Union and Confederate Armies and the Official Records ofthe Union and Confederate Navies in the Warofthe Rebellion (hereafter referred to as Official Records). Unfortunately, many libraries may not own complete hardcopy sets of the Official Records. Furthermore, librarians at libraries owning either the U.S. Serial Setor the CIS U.S. Serial Set Index and corresponding microfiche collection may not realize that the Official Records are included in these two sets. Locating volumes of the Official Records in either Serial Set collection can be difficult. The following finding tool provides the access needed to locate volumes of the Official Records within either of these sets. Official Records The Official Records ofthe Union and Confederate Armies was published over a period of twenty years spanning ten Congresses. Four "series" (listed below) comprise the Armies' 128 volumes. The volumes in each series were sequentially numbered with some volumes encompassing several parts. Series --Formal reports of military campaigns including correspondence, orders, and I returns for both Union and Confederate Armies. Series follows the order of I campaigns (chronological order) and the various theaters of operation. Union reports appear first with Confederate reports following. An Atlas was also published for this Series. ANTS-v4-#12-12/l/97 Series -Union and Confederate correspondence, orders, reports, and returns pertaining j| to prisoners ofwar and to state or political prisoners. Series -Other correspondence, orders, reports, and returns not included in Series and III I Series for the Union authorities. II Series IV-Other correspondence, orders, reports, and returns not included in Series I and Series II for the Confederate authorities.1 The Official Records ofthe Union and Confederate Navies was published between the years 1895-1929 covering 17 Congresses. Like the Armies set, it is also divided into series. However, the Navies set is considerably smaller, only totaling 31 volumes in two Series. Series -Union and Confederate reports, orders, and correspondence regarding naval I operations as well as the operation of single vessels, namely cruisers or privateers. Series includes information on squadrons and flotillas, mainly in I chronological order. Union reports are given first, followed by corresponding Confederate reports. Series -Statistical data of ships, muster rolls of Confederate vessels, letters of marque II and reprisal, and Confederate departmental investigations.2 A general index is available for both the Armies and Navies sets. Each index includes names of individuals, company names or designations, places, names of battles, etc. The index then refers the user to a Series (represented by a roman numeral) and a Volume (represented by an arabic numeral). The user may then consult the index in the specified volume to determine a page number. Both sets ofthe Official Records were published by the authority of Congress and are therefore considered House Miscellaneous Documents or House Documents. U.S. Serial Set/CIS U.S. Serial Set Index The U.S. Serial Set is "a serially numbered collection of congressional publications dating back to 1789."3 The Reports encompass public and private bills as well as special reports which are usually of a more investigative function.4 The Documents portion ofthe Serial Set includes presidential documents, audit reports ofgovernment corporations, "annual reports offederal departments and agencies," "annual reports of nongovernmental organizations" as well as a variety of other materials.5 Both Reports and Documents are sequentially numbered within a given Congress. The CIS U.S. Serial Set Index, published by the Congressional Information Service, is a comprehensive index to the U.S. Serial Setwith the corresponding volumes on microfiche. Using the Serial Set number, the user may locate specific volumes within either the U.S. Serial Setor the CIS U.S. Serial Set microfiche. Normally the House Document/Miscellaneous Document number is then needed as several "documents" may be printed within a given serial set volume. However, Official Records volumes generally comprise an entire serial set volume. 2 ANTS-v4-#12-12/1/97 How to Use The following finding tool was developed to provide quick access to the Official Records in either ofthe two Serial Sets. Since the OfficialRecords were published over many years, a user needs to consult many Serial Set volumes in order to locate all the Official Records volumes for both Armies and Navies sets. A user will be further frustrated by the fact that volumes were not published in numerical order. This finding tool is organized by sets, first by the Armies then by the Navies. Each set is then divided by the various Series and their respective volumes. Volumes are individually identified by separate entries within the finding tool. Each entry is comprised ofthe volume number, the title, and the citation (serial set number, document number, and Congressional session). Some entries identify the various chapters contained within volumes for greater convenience. Sample Entry: Vol. 1 Chapter 1: SerialNo. 3112 Operations in CharlestonHarbor, SouthCarolina. December House Misc Doc. 40 20, 1860 - April 14, 1861. pp. 1-317. 52 Congress, 2nd Session The General Indexes are listed at the end ofthe last Series for each set. For the Armies set, an Atlas was also published and is listed at the end of Series I since it pertains only to that Series.
