Last call: the 1991 Biennial Survey is due by May 15! A little more than a third of all depositories have already sent in their forms, with about 900 more expected in the next two weeks. Participation in the Biennial Survey is mandatory for all libraries, and is a condition for remaining in the Federal Depository Library Program. DC Washington, 20401 (202) 275-1109 w Hot Line Now Ready to Help National Trade Data Bank CD-ROM Users The U.S. Department of Commerce has established a new Hot Line to answer technical questions about the National Trade Data Bank (NTDB) CD-ROM and to provide information to potential users on how to order the discs. The Hot Line number is 202-377-1986. If potential users of the NTDB cannot afford their own CD-ROM equipment, the Commerce Department is advising them to visit their nearest Depository Library. If you need help installing or using the NTDB, a manual is contained on the disc and can be printed off, or a glossy version of the NTDB Manual can be ordered from NTIS. Call 1-800-533-NTIS and ask for PB90-214933. The price is $23.00 plus a minimal shipping charge. If you need immediate technical assistance in gaining access to the NTDB data, the Commerce Department is asking that you call their Hot Line: 202-377- 1986. If you haven't had a chance to notice, the NTDB CD-ROM now includes Commerce's U.S. Industrial Outlook - 1991 and the biweekly issues of Business America! Other quarterly and annual Federal publications appear on the disc and may be more convenient to access and search than the printed versions. l 1 AN-v12-#10-4/30/9 €lectroniCorner The Electronic Corner is a regular feature of Administrative Notes that focuses on the new information technologies provided through the Federal Depository Library Program (FDLP). It provides documents librarians with a question and answer forum for dealing with issues and challenges arising from these new technologies. This column is dependent on contributions from the library community. Questions, responses to questions, or issues to be discussed should be send to Jane Bartlett, Electronic Corner, U.S. Government Printing Office, Library Programs Service (SL), DC Washington 20401. (Telephone: 202-275-1003). The questions in this issue are inter-related and the response given addresses both. The questions and response, as they are addressed to and answered by Library Programs Service (LPS) staff, are a departure from the regular practice of the Electronic Corner to depend on contributions from documents librarians. In this instance, it was felt that the questions addressed to LPS by a few merited a response that would have a wider audience. Thanks to Gil Baldwin, Chief of LPS' Library Division, for his preparation of the response. Question: Why is GPO's Project Hermes a dial-up bulletin board, rather than an electronic conference on a network? Question: Why doesn't LPS have an electronic bulletin board? Response: [Background: Project Hermes is a 2-year test through the Supreme Court Opinion Network (SCON) of the electronic dissemination of Supreme Court opinions. GPO GPO applied for and was granted a port into the system, with the understanding that would provide access to this information to the general public through the FDLP. Depositories have been able to call up, view, and download these opinions since November of 1990.] The decision for GPO to proceed with Project Hermes as an electronic bulletin board operating in a dial-up mode was based on two fundamental considerations: a mechanism for a timely initiation of the project, and a desire to assess the depositories' demand for this information across the depository system. GPO SCON Concerning the first point, the opportunity for to participate in required a rapid decision and quick action, which meant that GPO selected a means of FDLP dissemination that could be initiated without significant inroads into the existing budget. Furthermore, LPS selected the dial-up access because it allowed the fullest 2 1 AN -v12-#10-4/30/9 range of participation in the depository community. Access to networks is by no means universal among depositories, but any library having a microcomputer, a modem, and a telephone could participate in Project Hermes. LPS will soon announce the initiation of the LPS electronic bulletin board using the Project Hermes platform and telecommunications system as its starting point. Although dial-up access may not be the most desirable means of access and probably not the long- term method which is selected for disseminating FDLP program information, LPS has chosen this platform for much the same reasons as applied to Project Hermes: 1. Use of the existing Project Hermes bulletin board assets allows LPS to initiate a bulletin board within our existing budget and to gain practical experience with this avenue of dissemination while we examine options for the ultimate direction of the LPS bulletin board. 2. Continuation of the dial-up access allows the broadest spectrum of participation among the depositories. ws Superseded Documents Committee Newly Formed Will Revise List of Superseded Documents A new Superseded Documents Committee has been established to revise the List of Superseded Depository Documents (that may be discarded), also known as Appendix C of the Instructions to Depository Libraries This committee's work will result in the first . revision of the list since it was created in 1986. Committee members will need, and appreciate, assistance from other documents librarians in recommending titles to include on the superseded list. Names of committee members, with addresses and phone numbers, followed by a list of each member's assigned agencies, appear on the following pages.
