INDIANAUNIVERSITY LIBRARY BLOOMINGTON " Introduction The Second SSU National Congressconvened in January in Khartoum. In No vember and December Provincial Congresswereheldthroughout the country to el ect and select delegates to that Congress. The Vice President of the Republic and President ofthe High Executive Counciladdressed the Congresses ofthe six Southern Provinces in his capacity is the chief executive of the Southern Regional govern ment. The principle theme running through these addresses is the economic and socialde velopmentoftheSouthern Regionduringthenext six years startingas from July 1977. The Presidentofthe H.E.C. told the delegates to the Congresses of the central role the masses oftheSSU are to play in the development of their provinces, districts. and villages.Each provincialCongressis to lay down thu broad policy outlines in the political, socio-economic, and legislative fields and 10supervise thework ofprovince, district, rural, and village councils in carrying out those policies. Establishment and administration of primary and junior secondary schools, health unitsandveteri nary stations, is now to be entirely in the hands ofthe local bodies. It is to be the duty ofthe SSU basic Units Committees, Division Committees, and Area Committees to mobilise local resources to finance these local services, In order to achievethe goals of the Six- year developmeut plans, the Region has. to make use of its meagre resources prudently and not rely on outside aid which cannot becomeby easily.TheRegionalgovernment accordingly has drawn up a six-page programmme for discussion by the SSU Congresses.It hinges on the use ofthe simple tools (maloda, axe.... ) and the human element. The SSU is to mobilise the masses inthespirit ofself-relianceto farmenough landto produce foodandcashcrops, build feeder and trunk roads for easy mobility ofgoods, services and people. Equ ally important,the SSU popular organizationsshouldencourage peopletoadopt the the use ofthe ox-plough andfight superstitious beliefsassociated with the use of bulls in farming. Tractors are not onlyexpensive to acquire, they are costly to maintain consideringthe available resourcesand the level oftechnology in the rural areas. The SSU has to do a lot ofenlightenment toconvince and encourage people who are sca ttered over wideareas to comeand live together in places where they can be provided with clean water, schools, health and agriculture extension services. Boarding is to be abolished in primary andjuniorSecondary Schoolsfor it is becoming increasingly expensive besides militating against opening ofnew schools to enrol more children ofschoolage.Where it is unavoidable to have a boarding school,parents willbe requi red to contribute towards feeding ofthe children inadditiontoother costs ofmaint aining such a school.Toprepare children so that they can contribute to the economic growth oftheircommunites, theeducation curriculla is to be overhauled and refor mulated. ೨) The VPR and President ofthe H.E.C. asked the congresses to examine and dis.. cuss thefinancialresourcesthatwill beusetofinance the developmentplansandthe existingservices.Theseare not much.Forthat reason,thegovernment hasresolved to urgeallcitizensin the Regiontorid themselves ofthelife-stylesofrich countriesand to adopt simple habits. The members ofthe SSU popularorganizationsare expec ted to lead the way in this. The six- pagepolicy declaration in whichtheaboveissuesareraised waspassed in itsentirety by all thesixSSUCongressin the Region.
