The motive for founding the Academy was to promote associating and confronting on an international background the scientific research work produced in the various domains dealing with the Legal and Social Medicine. As first presi dent of the International Academy of Legal Medicine and Social Medicine, Professor Knud Sand from Copenhagen, assisted by colleagues of the Praesidium appointed as national representatives, succeeded in gathering together nearly the whole aca demic people involved in Legal and Social Medicine. Thus one year later, in 1939, The Academy became a worldwide institution of 450 members from thirty nations. After the war, what had been before of considerable interest for the progress of the knowledge and techniques in Legal Medicine remained again a pressing necessity leading to the second meeting of the Academy in 1947 in Brussels under the presi dency of Professor De Laet. Since then the meetings of the Academy followed one another every three years. At this point, I would like to thank all the past presidents of the Academy and in particular Professor Roche and Professor Andre for their contribution without which the Academy would not be what it is presently. In the meantime, it must be also admitted that the worldwide audience of the Academy at the beginning has declined progressively year after year to become restricted to Europeans and even to a certain extent to people from southern European nations while scientists belonging to English speaking, German or Scandinavian countries would rather attend the meetings of the powerful and attractive International Association of Forensic Sciences more recently founded on the basis of a multidis ciplinary approach of the Forensic Sciences. Even so, due to its broad spectre of interest, the International Association of Forensic Sciences itself has to compete now with the apparently non reversing trend towards specialization that each of us can observe with the emergence of unidisciplinary societies or associations such as TIAFT or IFSH which are gaining each year more in popularity and importance. In this respect, I express the wish that the Academy could regain possession in the domains of the Legal Medicine and sciences directly connected with the leadership for which it has been founded more than fifty years ago. This objective does not seem unrealistic provided that each member accept to act with full knowledge of the case. It is the merit of Professor Enrique Villanueva to have initiated this reflec- VI Preface tion under his presidency. It will be without any doubt the expected role of Professor Bernd Brinkmann, his successor, to act up the fruit of this reflection. Legal Medicine is taught in Strasbourg for exactly two hundred years. In 1794, the French Revolution decided to create simultaneously three Schools of Medicine in Paris, Montpellier and Strasbourg. Immediately after its creation, the School of Medicine of Strasbourg endowed a chair of Legal Medicine which has been occu pied by very famous professors such as Foden!, Tourdes or Simonin. As you can see, the Legal Medicine in Strasbourg is an old and venerable institution which succee ded to pass through the vicissitudes of the history without losing strength but on the contrary in drawing benefits from the alternations of the French and German cultures. In 1990, I enjoyed the privilege of succeeding Professor Andre Chaumont who was occupying the chair since 1962 after Professor Simonin retired. I would like to take the opportunity which is offered to me today to express publicly to Professor Chaumont my deep gratitude for having chosen me to take in hand the destiny of the Institute of Legal Medicine. Organizing this meeting was hard work and successful. I would like to express deeply my thanks to the Praesidium of the International Academy and in particular to its president Professor Enrique Villanueva for having chosen Strasbourg as the seat of the XVIth Congress. It is also a pleasure for me to express sincere appreciation to the guest speakers and to the participants in the different scientific sessions, worshops and seminars that should form the basic structure of the meeting. I am also grateful to my colla borators who did a great job, to the sponsoring companies whose names are listed on the programme book, the European Council for its support in financing the coming of colleagues belonging to eastern European countries, the Ville de Strasbourg, the Conseil General du Bas-Rhin and the Conseil Regional d'A lsace for providing support and all those who helped us by some means or other. Speech of Professor Giacomo Canepa at the Opening Ceremony of the XVIth Congress of the International Academy of Legal Medicine and Social Medicine, Strasbourg, May 30, 1994 Messieurs les Presidents, Mesdames, Messieurs, et Chers Collegues, Je suis tres heureux de prendre la parole pour remercier les organisateurs de ce a Congres de notre Academie Internationale et pour rendre hommage tous ceux qui, avec Ie Professeur Chaumont et Ie Professeur Mangin, ont travaille pour realiser ceUe manifestation internationale, dont Ie programme confirme !'importance et l'e fficacite de l' activite scientifique et pratique de notre discipline, la medecine lega Ie. a Je m'adresse vous avec mes compliments tres since res et avec mes meilleurs voeux pour Ie deroulement des travaux du Congres, non seulement en rna qualite de vice-president du Praesidium actuel de I'Academie, mais surtout en tant que dele gue officiel de deux Societes Internationales : a 1) la Societe Internationale de Defense Sociale, qui doit ses origines I'initiative d'un professeur de Droit, Filippo Gramatica, en 1947 dans rna ville de Genes et qui a actuellement a son siege social Paris, ou, apres la presidence de Gramatica et d'A ncel, la Societe est actuellement presidee par Madame Simone Rozes, ancien premier president de la Cour de Cassation. Aussi, au nom de la presidence, ainsi que du secretaire general M. Adolfo Beria Di Argentine, je formule mes meilleurs voeux pour Ie succes du Congres ; 2) la Societe Internationale de Criminologie, qui a son siege aP aris et dont j'a i ete Ie president pour cinq annees (actuellement Ie president est Ie Professeur Rees de I'Universite de Yale, USA). Le secretaire general de ceUe Societe, Ie Professeur Georges Picca, m'a ecrit ce qui suit: "nous serions tres heureux que vous acceptiez a ceUe occasion, et en votre qualite de president honoraire de la Societe Internationale de Criminologie, de representer officiellement notre organisation. a ainsi que vous Ie savez, nous portons en effet un vif interet l'e volution scientifique de la Medecine Legale, qui n'est pas sans relation avec nos activites". Les deux Societes que je represente ici, avec deux autres Societes, l' Association Internationale de Droit Penal (President Ie Professeur Bassiouni de Chicago) et la Fondation Internationale Penitenciaire, presidee par Ie Professeur De Figueiredo Dias de Coimbra (on les appelle les "Quat res Soeurs"), sont dotees du statut consul tatif aupres des Nations Unies et du Conseil de l'Europe. Nous allons preparer un VIII Speech rapport des Quatre Societes pour Ie "Congres de l'ONU sur la: prevention du crime et Ie traitement des criminels", qui aura lieu a Tunis en avril 1995. Je souhaite enfin qu'a l'avenir, notre Academie Internationale de Medecine Legale puisse entretenir les memes liaisons tres etroites avec l'ONU et Ie Conseil de l'Europe.
