TEDSSiscurrentlyapproachingtheendofitssystem life,and isonlymarginallycapableofmeetingexistingandfuturerequirements. Thepersonalcomputer-basedsystemusesastructuredmenu- orientedinterfacedevelopedwithinanINGRESdatabasemanagementsystemapplicationenvironment. Thissystemprovidespredefined queriesandmenuswhichminimizetheamountofdecisionsupportprovidedforemergencymanagement. ThisthesisreviewsthecurrentoperationalcapabilitiesofTEDSSandtheemergencydecisionmakingenvrionmentinwhichitoperates. It proposesaconceptualshiftofTEDSSfromitscurrenttextually-orientedinformationsystemtoagraphically-orientedTacticalDecisionAid (TDA). TheproposedsystemwouldemployaGraphicalUserInterface(GUI)providingastandardinterfacetoaGeographicalInformation System(GIS). TheGISwouldprovideamap-basedenvironmentinwhichtheusermanipulatesdataandmodels.
