The Secretary, actingthroughtheAdminis- 9 tratorofthe HealthResources and ServicesAdmin- 10 istration, shall under authority ofthis section con- 11 tinueineffecttheHealthyStartInitiativeandmay, 12 duringfiscalyear2000 and subsequentyears, carry 13 outsuchprogramonanationalbasis. — 14 "(2) Definition. For purposes ofparagraph 15 (1),theterm'HealthyStartInitiative'isareference 16 to the program that, as an initiative to reduce the 17 rate of infant mortality and improve perinatal out- 18 comes, makes grantsforprojectareaswithhigh an- 19 nualrates ofinfant mortalityandthat, priorto the 20 effective date of this section, was a demonstration 21 programcarriedoutundersection301 ofthePublic 22 HealthServiceAct. 23 ''(b) Requirements for Consortia in Making — 24 Grants. In making grants under subsection (a), the 25 Secretary shall require that applicants (in addition to 26 meetingallehgibilitycriteriaestabhshedbytheSecretary) m •HR2739 1 establish,forprojectareasundersuchsubsection,cominu- 2 nity-basedconsortiaofindividuals(includingconsumersof 3 project services) and organizations (including public 4 health departments, hospitals, health centers under sec- 5 tion330ofthePublicHealthServiceAct,orothersignifi- ' 6 cant sourcesofhealthcareservices) thatareappropriate 7 forparticipationinprojectsundersubsection(a). — 8 "(c)RuleofConstructiox. ^Excepttotheextent 9 inconsistentwith subsection (b), this sectionmaynotbe 10 construed as affecting the authority ofthe Secretary to 11 makemodificationsintheprogramcarriedoutundersub- 12 section(a). — 13 "(d)FederalReserves. — 14 "(1) Program admlmstratiox. The Sec- 15 retarymayreserve up to 5 percent ofamounts ap- 16 propriated annuallyunderthis section for coordina- 17 tion, dissemination, technical assistance, and data 18 activities under paragraphs (2) through (5) of sec- 19 tion 509(a) that are determinedbythe Secretaryto 20 be appropriate for carrying out the program under 21 thissection. — 22 "(2) EvALUATiox. The Secretarymayreserve 23 up to 1 percent of amounts appropriated annually 24 under this section for evaluation ofprojects carried 25 outundersubsection(a). •HR2739m 4 3 flDTS 00D17Dn 7 — 1 "(e)AUTHORIZATIOXOFAPPROPRIATIONS. Forthe 2 purposeofcarryingoutthissection, thereareauthorized 3 to be appropriated $115,000,000 for fiscal year 2000, 4 $155,000,000 forfiscalyear2001, $250,000,000 forfis- 5 eal year 2002, and $300,000,000 for each ofthe fiscal 6 years2003through2005.". 7 SEC.3.EFFECTIVEDATE. 8 ThisAct takes effect October 1, 1999, orupon the 9 dateoftheenactmentofthisAct,whicheveroccurslater.
