3 SECTION1.MORATORIUMONCERTAINPAYMENTRESTRIC-
4 TIONS.
5 Notwithstandinganyotherprovisionoflaw,theSec-
6 retaryofHealth and Human Services shall not, priorto
7 thedatethatisoneyearafterthedate oftheenactment
8 ofthisAct,takeanyaction(throughpromulgationofreg-
9 ulation, issuance of regulatory guidance, use of federal
10 paymentauditprocedures,orotheradministrativeaction,

2 transmittal or letter to State Medicaid directors) to re-

6 restrictions aremorerestrictive in anyaspect thanthose
7 appliedto such coverage orpajonentas ofJuly 1, 2007.
